PRIVATE DETECTIVE AGENCIES FOUND INVOLVED IN FRAUDULENTLY COLLECTING CDRS, TOTAL 4 ARRESTED

Central Range, Crime Branch has arrested 1.  Pankaj Tiwari s/o Sh. Ramji Tiwari r/o VPO- Lodna Distt- Dhanbad, Jharkhand, age-26 Yrs. 2. Jaiveer Rathore s/o Sh. Vishram r/o 42-D, Rothore Building, Street No. 6-D, near Friday Market, MahipalPur, Delhi, age-45 Yrs. 3. Aditya Sharma@ Arpit @Sunny s/o Sh. Subhash Chand r/o C-1/13 A, Rama Park, Uttam Nagar, Delhi, age- 32 Yrs. and Sanjeev Chaudhary s/o Sh. Dharampal Singh r/o B-627, Gali no. 6, Keshav Nagar, Nathupura, Burari, Delhi, age-42 Yrs., who were involved  in procuring and selling CDR’s of the targets, whom they were spying upon. It has thus broken the lid off an interstate CDR racket.

Modus Operandi :-

          The persons/clients/customers who used to approach detective agencies for surveillance in matrimonial disputes, financial enquires of their rivals, love affairs, civil disputes, legal disputes, match- making etc. were lured in the name of surveillance by these agencies into obtaining the CDR’s of their target and once they agreed, they were charged exorbitantly.

          These detective agencies used to approach accused Jaiveer Singh Rathore, who in the garb of running a private channel “Abhi Tak” and Rathore Media & Detective agency, charged money from these detective agencies and in turn he used to send these target mobile numbers to one Narender posted as a Constable in Surveillance Cell at IG office, Kanpur, UP. Narender would procure the CDRs from various nodal agencies and charge from Jaiveer Singh Rathore in turn.

          Jaiveer and other accused had tried to procure CDRs from Delhi, but they found that Delhi Police has adopted very strict procedures after the 2013 case. Hence, they started looking for sources outside Delhi.

          An information was received in the office of Central Range to Cts, Nishant, Karnal Yadav, Praveen and Joginder that one Pankaj Tiwari running Scorpion Verification and Consultancy Pvt. Ltd. is indulging in procuring and selling CDR’s to his clients. Keeping in view the enormity and grave nature of this information, it was directed to constitute a team and conduct a raid after proper verification. A team led by ACP Sh. N.K. Meena ,Inspr. Ashish Kumar, SIs Virendra Singh, Vinit Kumar, ASI Ajeet Kumar HCs Ajay, Vipin, Sudhir, Rakesh, Praveen, Rajeev, Shahir, Anil, Jitender, Cts Karnal, NIshant, Praveen and Joginder Singh under the supervision of Bhisham Singh, DCP/Crime was constituted and surveillance was kept on the activities of the above said Scorpion Company.

          On 04/07/2016, after developing the information, a decoy customer approached the office of Pankaj Tiwari and asked him to produce a sample CDR before settling a deal with him. Tiwari, after charging an initial part amount of Rs. 5000/- from the decoy, produced an already procured CDR and after verifying its genuinity, he was apprehended.

          On sustained interrogation, Tiwari stated that he used to purchase these CDR’s from Jaiveer Singh Rathore who is  running a Media & Detective agency. A trap was laid and Jaiveer Singh was also apprehended. Jaiveer Singh, when interrogated, revealed that he knows one Narender, a Constable in UP police, presently posted in Surveillance Cell at the office of I.G. Kanpur, U.P. Jaiveer Singh used to collect orders of CDR’s from various detective agencies for amounts ranging between 5000/- to 30,000/- depending upon the quantity/period of CDR procured and after paying to Narender per CDR, he used to provide them to these detective agencies.

          At the instance of Jaiveer Singh, Aditya Sharma, a free lancer, who is earlier also involved in the same modus operandi was also apprehended from Uttam Nagar, Delhi. On sustained interrogation, Jaiveer Singh also disclosed that he also provides CDR’s for BLS Company and is in regular touch with its Senior Sales Manager Sanjeev Chaudhary.

          At this, Sanjeev Chaudhary was apprehended and arrested too from the office of BLS Management Solution Pvt Ltd. Several CDR’s were recovered from the computers installed in the office of BLS Company. Besides this, several documents recovered from BLS Company indicate rampant use of CDR’s for spying their targets. BLS Companies’s HOD Vinod Chaudhary, Operation Manager Sunil Pathak and company owners are all on the run. Role of several other detective agencies and nodal agencies is also being investigated.

 Aditya Sharma was arrested by Delhi Police in 2013 in a case in which CDRs of very important persons were illegally procured.  At that time, his name was Arpit. After getting out of jail, he changed his name to Aditya and continued his illegal activities.  

PROFILE OF PANKAJ TIWARI :-

Pankaj Tiwari @ Chhotu is the youngest amongst the five siblings, all children of Ramji Tiwari. After completing his B.Sc. (I.T), he came to Delhi and started working with I T Company JAMS in Laxmi Nagar Delhi but not satisfied with the salary, he switched his job to BLS Management Solutions Pvt. Ltd. between 2010 to 2013 as a telecaller. It was at BLS that he learned the art of surveillance & procuring CDRs. Then he joined Premier Shield Co. in the employments verification deptt. Not satisfied, he started his own company in the year 2014 by the name & style of M/s Scorpion Verification & Consultancy Pvt. Ltd. In order to earn quick money and increase his clientage, he started procuring CDR’s from Jaiveer Rathod and selling them before finally being arrested by Police.

PROFILE OF ADITYA SHARMA:-

Aditya Sharma s/o Subhash Chand Sharma r/o C-1/13 A Rama Park, Uttam Nagar, Delhi-59 age-32 yrs, completed his schooling from Gagan Bharti Public School, Mohan Garden, Delhi. Thereafter, he started his career by landing himself private jobs, before ending up working as a free lancers detective. He soon picked up the art of the trade and got in connection with several big players of this industry. In order to earn quick bucks, he started procuring and selling CDR’s. He was arrested in a same modus operandi case.He secured bail within two months and continued with his free-lance detective agency. He got married 5 months back and tried his hands in two failed business bids. He again started providing & selling CDRs from Jaiveer Singh before he was arrested. He also changed his name  from Arpit to Aditya.

PROFILE OF JAIVEER SINGH RATHORE

          Born in Farukhabad, UP in the Year 1970, he has four brothers & four sisters. After completing his schooling from Farukhabad, UP, he did his diploma in PGDM from MotiLal Nehru University, Lucknow, UP. He shifted to Delhi after his marriage and started his own channel “Abhi Tak” in South Delhi and is also running a detective agency under the name & style of “ M/s Rathore Media & Detective agency”. He lured contact Mr. Narender, a Constable in UP police with whom he got in touch through his brother in Kanpur and finally they become friends once his brother expired and started procuring CDR’s through him and sold them to potential clients of various detective agencies in and around Delhi for exorbitant amounts.

PROFILE OF SANJEEV CHAUDHARY:-

           He a resident of GurjarGari, Gaziabad, UP and are four brothers born to a farmer family. After completing his post-graduation (M.A Pol. Science), he landed himself a job in M/s BLS management Solutions as marketing executive in the year 2004. He is married and has four kids. He was promoted as a Senior Sales Manager in the year 2013 and became proficient in the verification of matrimonial, pre-matrimonial case, corporate investigation as well as financial management. He was assigned the tasks of procurement of CDR’s through illegal means to which initially he showed his reluctance to his Operations Head Mr. Vinod Chaudhary and Sunil Pathak but was forced into it after the owners intervened. Once he was directed by his Directors, he was left with no other choice and he abided by his directors and owners orders and collected numerous CDRs through Jaiveer Singh Rathore.
