Press Statement by Sr. B.J.P. Leader Delhi State, Vice Chairman, NDMC

Today Sr. B.J.P. Leader, Delhi State, Vice Chairman, NDMC and Former MLA Shri Karan Singh Tanwar while addressing the Media Channels and Press Reporters in the Press Conference told that his son Advocate Bhuvan Tanwar under section 15(3) of GNCTD Act Delhi submitted the complaint letter dated 11.05.2016  to His Excellency President of India Shri Pranab Mukherjee and demanded disqualification of Delhi Cantt M.L.A. Surinder Singh under section 15(1) a of the GNCTD Act, Delhi for Office of Profit.

Shri Tanwar further told that H.E. President of India in the first sight found the complaint true and under sub section (4) of Section 15 of the GNCTD Delhi Act, 1991 referred the same on 06.07.2016 to Election Commission of India for its opinion and the Election Commission vide Notice dated 25.07.2016 directed Shri Surinder Singh to file a written statement through proper Affidavit(s) in the matter.  (Copy of Notice enclosed).

Shri Tanwar told that MLA Surinder Singh got the Delhi Cantt Assembly Constituency under Special Category from Chief Minister Shri Arvind Kejriwal and got the NDMC Flat No. 12 Type-IV Flat allotted from PWD under interpool exchange from NDMC and as such the same purely comes under the Office of Profit. It is very surprising that this Flat is not being used as office but as residence and not even this MLA Surinder Singh for the last two years got the Three Type-V Flats bearing Nos. 12, 13 & 14 at Yashwant Place Chanakya Puri illegally allotted with the pressure of Shri Kejriwal.

Flat No. 12 was earlier illegally occupied by Surinder Singh and now recently under the garb of Office the same has been inter pooled from Delhi Govt. PWD Office.  Flat No. 13 has been shown as Guest House of PSOI Club and under this garb the same has been allotted to Surinder Singh for the last two years on the daily rent of Rs.1500/- and now the same has been reduced to Rs.600/- per day whereas the market rent of Type-V Flat is about Rs.60,000/- per month and has also illegally occupied the Flat No. 14 at Yashwant Place.  Not even this he has also illegally occupied one of the premises in Yashwant Place near Bikaner Sweets for Aam Aadmi Party office.  Furthermore a Porta Cabin is under construction from MLA Fund in a park in front of Bikaner Sweets for party office. Shri Arvind Kejriwal has even got an office space illegally allotted in the Employment Exchange Office at Kirby Place, Delhi Cantt to Shri Surinder Singh whereas there is already space crunch due to overcrowding of staff over there.  It is very surprising that under pressure of Shri Kejriwal,an office space under the garb of Members Lounge is allotted to Shri Surinder Singh on 3rd floor of Palika Kendra in NDMC which is totally against the provisions of NDMC Act and prevailing Law. No MLA can avail the facility of Car, Accommodation and Driver etc., as the same comes under the ambit of Office of Profit.  A Copy of the amendment bill 2010  of Lok Sabha alongwith Financial Memorandum is enclosed. Refer Financial Memorandum (page 4 of Bill) and whereas on other hand eligible NDMC employees are unable to get the municipal accommodation despite of 30 -30 years of regular service.

At last Shri Tanwar urged Election Commission to investigate the matter of Office Of Profit at the earliest and on the basis of material facts, the Election be declared as unqualified immediately.
