Sameer Ansari, Don of Bihar, having a Reward of Rs 50000/- Arrested in Delhi

A team of Special Cell led by Insp. Attar Singh and consisting of SI Sandeep, SI Jeetendra Tiwari, Ct. Devender, Ct. Sumer etc under the supervision of ACP Sandeep Byala, has arrested a notorious gangster and most wanted criminal of Bihar namely Sameer Ansari s/o Mobin Ansari r/o Ward No.1, JamadaarTola, Bettiah, Distt. West Champaran, Bihar from his new hideout  in a rented house in  Village Rajokari, Delhi. Arrested Sameer Ansari is having reward of Rs. 50,000/- upon his arrest from Bihar Police. He is wanted in more than 15 cases  of heinous crimes like  murder,  attempt to murder, extortion, dacoity, kidnapping for ransom, intimidation, assault, arms act and escape from police custody. Arrested Sameer Ansari is one of most wanted criminals of Bihar who has gained notoriety in contract killing, gang war, extortion , running tender mafia, drug trafficking and FICN circulation in Bihar.

There was information with Inspector Attar Singh of Special Cell about occasional presence of Sameer Ansari in Delhi for last two months. The said information was being further developed by SI Jeetendra and SI Sandeep. In the meanwhile, Bihar Police made a request for assistance in arresting the Don who had become a scourge of people and police of Bihar.  Meticulous surveillance was mounted and sources were deployed to gather more information. It was learnt that Sameer Ansari had  gone back to Nepal and after spending a month there, has again returned to Delhi and hiding in a rented house in the area of Rajokari, Delhi.  On receipt of this specific information, a trap was laid near Rajokari village and he was arrested. He was planning to go to Mudgaon, Goa and set up a network for drug trafficking there.

1.    Sameer Ansari was subjected to sustained interrogation upon which he disclosed that how he on 20/07/2010, while being taken to the court in Bettiah, he escaped from police custody. Thereafter, Sameer Ansari set up his base in Nepal to evade Bihar police and operated from there.  He continued to visit Bettiah time and again and committed many more heinous crimes.

Sameer Ansari revealed that his initiation into the world of crime took place in the year 2002 when he was arrested in a case of assault apparently manipulated by one Kanhaiya who got him falsely framed in this case. Sameer Ansari decided to take revenge.  In the jail he came into contact with dreaded criminals and he was impressed by their persona. After coming out from jail, he organized his gang and started committing petty crimes like snatching, small robberies and extortion of money. After sometime he started demanding big extortion money from business men, traders and Govt. contractors and PWD engineers. His infamy and terror kept on growing by leaps and bounds and no one dared to complain against him.  He alongwith his associates has committed below mentioned crimes.

2.    In the year 2003 he was arrested in a case of Arms Act. In the same year Sameer Ansari alongwith Sandeep Srivastava and Atish Rao had fired upon owner of a Narayan Cycle Store as he had refused paying extortion money to Sameer Ansari.

3.    In the year 2003 he alongwith his associate namely Rakesh Shukla kidnapped a person namely Abdul Salam and demanded extortion money from his family members in the area of PS Manwapul in Bettiah City, Bihar.

4.    Sameer Ansari demanded extortion money of Rs. 02 crores from relative of Kanhiya Prasad at gunpoint in the area of Manwapur.

5.    In the year 2005 he alongwith three associates again kidnapped a person at behest of Rakesh Shukla (lodged in jail) in Bettiah City and extorted money from their family members in Lal Bazar area.

6.    In the year 2006 he alongwith his associates namely Om Prakash and SonuMiyan murdered one Arun. It was a revenge killing as Arun had attempted to kill JawaharMukhia, an associate of Sameer Ansari by firing upon him for showing his supremacy in the area.

7.    In the year 2008 he alongwith his associates namely Khalid, Hussain Gaddi andMohdRehbar @ MunnaMiyan murdered oneBrij Mohan Rai in the area of Manwapur. Sameer Ansari and Hussain Gaddi were annoyed with the deceased for raping a girl and constantly teasing and humiliating her. Family members of girl had approached Hussain Gaddiand Sameer Ansari to save them from the constant onslaught of the rapist and his goons.

8.    In the year 2009 Sameer Ansari alongwith his associate namely Khalid shot  oneSachindanandUpadhayadead in the area of PS Muffasil, Bettiah City, Bihar. It was a case of mistaken identity as they wanted to kill one Deenbandhu a liquor baronand a rival of Vijay Gupta also in the same business. Vijay Gupta had hired the killers to get his rival eliminated to keep domination in this field.

9.    In the year 2009 he alongwith Rakesh Shukla fired upon an Executive Engineer of PWD as he was not entertaining Rakesh Shukla in issuing tender to the person of choice of Rakesh Shukla.

10. On 20/07/2010, Sameer Ansari was being taken to court by police in Betia when he escaped from police custody. Thereafter, Sameer Ansari based himself in Nepal to evade Bihar police but he continued to visit Bihar  and commit  heinous crimes.

11. In the year 2010, after escaping from police custody he extorted money from one Irshad resident of Raj Math, Bettiah.

12. In the month of November/December 2010 Sameer Ansari while staying in Nepal got his old rival Kanhaiya Prasad shot dead through his associates namely Jahangir Miyan and Ali Mohd in Bettiah City.

13. In the year 2011, Sameer Ansari while residing in Nepal made his associates namely Tahir and Sonu fire upon one Deepak Goyal. The victim had grabbed  a piece of land belonging to his rival  KausarMiyan who hired Sameer Ansari to teach Deepak Goyal a lesson.

14. In the year 2011, Sameer Ansari demanded extortion money of Rs 05 lacs from a person in the area of PS Gopal Pur in Bettiah City.

15. In the year 2012, Sameer Ansari demanded extortion money from a person in the area of BanuChhaper in Bettiah City.

16. In the year 2012 Sameer Ansari alongwith his two associates namely Ali Mohd and Babloo, killed Jahangir Miyan as Sameer Ansari came to know that Jahangir Miyan had hired Punnu Shirvastav to get him killed. Earlier Sameer Ansari and Jahagir Miyan were close friends but differences cropped up between both upon distribution of extortion money.

17. Sameer Ansari demanded extortion money of Rs 05 lacs from a businessman namely Lal Babu Khushwa in the area of PS Srinagar in Betia City.

18. In the year 2012 two members of narcotic syndicate of Sameer Ansari namely Mohd. Ali and Babloo Miyan were arrested for possessing hashish. Recovered hashish were supplied to both of them by absconder Sameer Ansari. 

19. In the year 2013 he alongwith his associates pressurized a PWD engineer namely Ramji Rai to help in awarding contract to Deepak Phatak but he declined their request. Due to this Sameer Ansari alongwith Aman Shrivastav and Ifran had fired upon Ramji Rai to intimidate him.

20. The fugitive Sameer Ansari is wanted in all above cases (List annexed).

21.  Sameer Ansari also disclosed that one Abhaya is his most confident and reliable associate who threatens people at his instance and  manages manpower and muscle power requirement of his crime syndicate  for land grabbing and demanding extortion. He also told that his English pistol is with Abhaya, aresident of Kali Bagh, Bettiah, Bihar. Hefurther  disclosed that his friend namely TipluMiyanhad asked him to get one AK-47 asault rifle which  Sameer Ansari arranged through his friend Khurshid, an associate of MohdShahbuddin an Ex-MP and notorious criminal of Distt. Siwan, Bihar who is currently lodged in jail.Khurshid, who was also lodged in jailgot one AK-47 handed over to TipluMiyan on payment ofRs 4.5 lacs in the year 2013. TipluMiyan is a resident of Hospital Road, Betia, Bihar.

Sameer Ansari also used to deal in drug trafficking and circulating of Fake Indian Currency Notes. He had developed contacts in Nepal with persons dealing in FICN. He used to receive consignments of FICN from Nepal and narcotics drugs from Jharkhand. 

Sameer Ansari told that he used firepower and muscle-power to terrorize and to extort money. He also used to indulge in land grabbing and purchase of disputed plots at cheap rates by favoring one party and pressurizing and terrorizing the other one. One Raju Gupta used to do all such sale and purchase on his behalf. 

Other associates of Sameer Ansari are Nadeem, Rinki, Vinay, Irshad, Pintu, Abhishek Rai, Sonu and Tahir. Sameer disclosed that he used to purchase illegal weapons from one Dinesh Kuhswah, a notorious weapon supplier of the area. He has confessed to have committed six murders, dozens of cases of kidnapping for ransom and countless cases of extortion and attempt to murder by using fire arms.

The accused  Sameer Ansari would be handed over by Bihar Police which has arrived to take his custody and take him to Bihar for further action at their end.

Sameer Ansari was born at Ward No.1, JamadaarTola, Betia, Distt. West Champaran,Bihar. He got education upto 10^th in Amna Urdu High School, BetiaChhawni. His father Mobin Ansari is working as a tailor. His mother is a home maker. He has five brothers and three sisters. He got married in the year 2008 with NazneenKhatoon. He has one son namely Rehan aged 5 years and one daughter namely Alia aged 3 years. He told that he stepped in the field of crime in the year 2002 after arrest in a false case and after that he never looked back.
