Press Statement by Sr. B.J.P. Leader

Senior B.J.P. Leader, Delhi State, Vice Chairman, NDMC and Former MLA Shri Karan Singh Tanwar, through press conference, drew attention of the Hon’ble Home Minister, Government of India, attracting kind his attention, through a strong worded letter regarding scams, illicit activities, irregularities and corruption cases involving crores of rupees during the reign of Shri Jalaj Srivastava, the then Chairman, NDMC.

Shri Tanwar high-lighted that the mega fraud scam surprised all, in which Shri Jalaj Srivastava without convening Council’s meeting authorized Shri Manish Mohan. Advocate and compromised with Le-Meridien Hotel for a payment of Rs.150 crores, while Le-Meridien Hotel was supposed to pay Rs.620 crores to NDMC. Thus NDMC had to suffer a net loss on account of lincence fee to the tune of Rs.470 crores with vested interest and ulterior motives. When this was exposed and came to lime light through Newspapers and other sources before the Hon’ble Home Minister, Mr. Srivastava was transferred henceforth with and Shri Dharam Pal was appointed Chairman, NDMC by the Ministry of Home Affairs, GOI. Shri Dharam Pal was also directed to file review petition in the Hon’ble Supreme Court of India. To begin with first of all, Shri Himanshu Ranjan, the then Dy. Director, who was looking after this case, was dismissed and Shri Manish Mohan was removed from NDMC’s panel. Consequently review petition was also filed that came up for hearing in the Hon’ble High Court of Dellhi. While hearing review petition the Hon’ble Judge was also astonished and shocked to see as to how NDMC agreed on a compromised amount, which was adversely affecting on NDMC’s exchequer as far as to the tune of Rs.470 crores. Ultimately the review petition was accepted and NDMC was reprimanded suitably by the Hon’ ble Court. This was considered to be a very sensitive issue and thus the case was referred to CBI for investigation in depth.
Shri Tanwar further high-lighted that  the issue of Le-Meridien Hotel was still on cards, when another scam of Mr. Srivastava’s tenure came to lime light i.e. award of contract to DIMTS Ltd. (Delhi Integrated Multi Model Transit System Pvt.Ltd.). on 15.4.2014, when 94 parking sites were abruptly awarded to DIMTS Ltd. keeping aside all rules, regulations and bye-laws. Without any approval, for the last two years, this company is handling these parking sites without  any agreement and that too at his own whim.  This Company is even not allowing the team of Chief Auditor, NDMC to audit its accounts for their vested interest. Due to non-cooperation by DIMTS Ltd., NDMC is suffering heavy losses to the tune of crores. In the Council Meeting of 5.9.16 when this came up for discussion, seeking ex post factor approval,  all officers were stunned and the Council unanimously took an important decision  that contract with DIMTS may be rescinded  henceforth with by giving 15 days notice and the contract  be awarded afresh.
Shri Tanwar further stated that the act of Mr. Jalaj Srivastava regarding allotment of 94 parking sites to DIMTS Ltd. without following the laid down codal procedure without call of tenders on nomination basis is not only illogical but illegal too. As per CVC guide-lines also, award of work on nomination basis is not only illogical but illegal too.  There was gross misconduct, forgery and favoritism. According to Mr. Jalaj Srivastava, the award of contract was approved by the Council in its meeting of 25.2.2014 and all the Members consented to it.  On the contrary fact is that neither the Council meeting took place nor Members consented to it. This was clearly a breach of trust and a heinous crime in which there was mis appropriation of crores of rupees.
Shri Tanwar also stated during the past two years i.e. June 2014 and 2015, DIMTS Ltd. has paid NDMC only Rs.3,19,11,078.00.  Prior to this when contractors were managing these parking lots then NDMC was in receipt of Rs.9,28,54,060.00.  This clearly shows that NDMC has to sustain heavy loss to the tune of Rs.12 crores approximately in a span of two years. The knots  of corruption between Shri Jalaj Srivastava and DIMTS are emitting foul smell.

In the end while summoning up Shri Tanwar appealed to the Hon’ble Home Minister that this mega fraud scam concerning Le- Meridien Hotel needs to be referred to the CBI for thorough probe and  Judicial Commission also needs to  be set up to investigate the various works executed during the reign of Mr. Jalaj Srivastava, the then Chairman, NDMC.
