Three Sharpshooters of Notorious Vikas Lagarpuria Gang Arrested

A team of Special Cell/NR led by Insp. Attar Singh and supervised by Sh. Sandeep Byala, ACP/Special Cell/NR has arrested three sharpshooters namely Kavit  Rathee (age-23 years) s/o Bharat Singh r/o Village Majri, Ravi Gulia @ Katia (age-27 years) s/o Raj Pal Gulia r/o Village Kheri Jat, both resident of Distt. Jhajjar, Haryana and Vikas Malik s/o Brijesh Malik r/o Village Rukhi, PS Baroda, Distt Sonepat, Haryana. Accused Kavit Rathi and Ravi Gulia were arrested on 16/05/2015 from Dwarka in Sector-16-B. One illegal firearm alongwith 3 live cartridges of .315 bore were recovered from their possession. Case FIR No. 38 dated 16/05/2015 u/s 25/54/59 Arms Act PS Special Cell, Delhi has been registered in this regard. Later on Vikas Malik was arrested on 17/05/2015, in above case near New Delhi Railway Station and four live cartridges were recovered from his possession. All three arrested persons belong to gang of notorious extortionist namely Vikas Lagarpuria gang. Vikas Lagarpuria indulges in extortion from businessmen, traders, cable operators, property dealers etc in Delhi by threatening them.

Vikas Lagarpuria is a notorious extortionist in Delhi and adjoining states. After arrest of two extortionists namely Neeraj Bawana and Rajesh @ Karambir Bawana and their associates by Special Cell, Vikas Lagarpuria nurtured ambition to be number one criminal of Delhi. He alongwith his associates namely Dheer Pal @ Kana and kingpin of gang namely Manoj Morkheri (both presently lodged in Central Jail, Tihar, Delhi), planned to dominate crime in Delhi.  In pursuance of that, Vikas Lagarpuria alongwith Kavit Rathee, Ravi Gulia, Chand @ Monu, Jogi Dulhera conspired to extort money. They started demanding money from various persons by threatening them of dire consequences in case they refused to pay extortion money. Vikas Lagarpuria alongwith his associates demanded Rs. 25 lacs from Sanjay Kumar, owner of Aggarwal Sweets in Najafgarh on 13/04/2015 and threatened him on mobile phone a number of times. When Sanjay Kumar did not pay heed to their threats, infuriated by refusal, Vikas Lagarpuria got gun shots fired upon Sanjay Kumar, while he was sitting in his shop on 13/04/2015, at which a case vide FIR No. 212/15 dated 13/04/2015 u/s 307/387 IPC & 27/54/59 Arms Act, PS Chhawla, Delhi was registered.  Vikas Lagarpuria alongwith his above associates threatened another person namely Narender @ Bhale resident of Najafgarh, Delhi and demanded money from him. They threatened him of dire consequences in case he did not pay extortion money. On 14/04/2015, above persons came at the office of Narender and again threatened him. Case FIR No. 227/15 dated 14/04/2015 u/s 323/387/452/34 IPC PS Baba Haridas Nagar, Delhi was registered in this regard.

Ravi Gulia belongs to village Majiri, which is adjoining to village Lagarpur of Vikas @ Lagarpuria. Ravi and Vikas @ Lagarpuria used to go to Motilal Nehru College (South Campus) when they started committing crime like extortion, threatening, intimidation etc.   Ravi also brought Kavit to the gang of Vikas Lagarpuria.  After arrest of Manoj @ Morkheri, head of this gang about two years ago, Vikas @ Lagarpuria has taken over command of gang. He alongwith his associates committed many heinous crimes of murder, attempt to murder, extortion, assault, threatening etc in Delhi and Haryana.

Special Cell was keeping eye upon movements of members of Vikas Lagarpuria in view of constant threats of extortion extended by him and his gang members. Insp. Attar Singh deployed staff to collect intelligence regarding members of above gang and to keep surveillance upon their movements. After hard work of over one month, SI Abhay Narain received a tip off regarding meeting of two members namely Ravi Gulia and Kavit Rathee with Vikas Lagarpuria on 16/05/2015 in Sector-16-B, Dwarka, Delhi. A trap was laid and two extortionists namely Ravi Gulia and Kavit Rathee were arrested at about 03:30 PM. They were to meet Vikas Lagarpuria in Dwarka. One country made pistol of .315 bore alongwith one live cartridge was recovered from Kavit Rathee. Two live cartridges of .315 bore were recovered from Ravi Gulia. On 17/05/2015, there third associate Vikas Malik was arrested near New Delhi Railway Station in the above case.

Profile of arrested accused persons:

Arrested accused persons are active members of Vikas Lagarpuria gang. Two active members including kingpin Manoj Morkheri and Dheerpal Kana are already lodged in Central Jail, Tihar. Members of this gang had collected huge extortion money from various persons in the past. Ravi Gulia and Vikas Lagarpuria were arrested in the year 2012 in a case of firing and assault on police in PS Sadar Jhajjar, Haryana. Kavit alongwith Vikas Lagarpuria was arrested in a case of extortion in PS Najafgarh, Delhi in the year 2013. Vikas Malik has been involved in five criminal cases in Haryana and he was absconding in all five cases. Various trial courts have issued NBW against him. Further efforts to arrest remaining members of this gang are in progress.

Imposter IPS Officer Arrested; an Academic Who Became a Cheat to Realize His Dream Unfulfilled

A team of Special Cell led by Inspectors Rahul Sawhney and Sanjay Kumar has arrested a cheat who impersonated as an IPS officer to cheat several persons in Delhi. On 23/02/2015,one Kultar Singh,s/o Late Raj Singh, r/o F-10, Gali No.2, Krishna Park, Tilak Nagar, New Delhi who runs a shop dealing with sale purchase of mobile phones in Gaffar Market of Karolbagh, Delhi made a complaint stating therein that a person in the name of ‘Satheesh Nair’ who had introduced himself as an IPS officer of Jaipur, Rajasthan, had come to his shop on 30/01/2015 and had purchased two mobile phones in exchange of two old phones by paying an amount of money. During the course of interaction,Satheesh Nair had shown his Identity Card to this complainant to convince him that he was an IPS officer presently posted in Jaipur, Rajasthan and was expecting his next posting in Delhi.
