Life Convict Vipan Kumar@Vipan Khanna Arrested

Crime Branch has arrested one Vipan Kumar @ Vipan Khanna @ Vinayak Kumar (53 yrs) s/o Late Ram Lal r/o Shalimar Bagh, Delhi (Permanent Address  New Shivpuri, Ludhiana, Punjab). He was convicted for life in a murder case of PS Shanewal, Ludhiana, Punjab and had jumped bail granted by Hon’ble Supreme Court of India in 1999. One forged RC of Innova car along with the car, one forged identity card showing himself an advocate Vinayak Kumar purportedly issued by Bar Association of Ludhiana, one forged driving license in the name of Vinayak Kumar  purportedly issued by transport authority of Ludhiana  have been recovered from his possession.
On 06.05.2015, an information was received that one Vipan Kumar who has been convicted for life in case FIR No. 96/95 u/s 302/201/120B IPC PS Shanewal, Punjab and has jumped parole/bail granted by Hon’ble Supreme Court of India. Information further entailed that he would come near Nizamuddin Railway Station in a car having fake number plate.
Information was verified from the concerned police station and it was discovered that local police was looking for the accused since long as the conviction of accused and his associates was upheld by the Hon’ble High Court of Punjab and Haryana. He was absconding since then. His father Ramlal had died during this period and co-accused Amarjeet is serving sentence in jail. Amarjeet had filed an appeal before the Hon’ble Supreme Court in this case and Punjab Police has to file a report regarding accused Vipan Kumar on 7th May 2015. On this information, a team led by ACP KPS Malhotra and consisting of Inspr. PC Yadav, SI Ravinder Singh, HCs Yatender, Dinesh, Narender, Vikal, Cts Rahul, Naresh, Amarpal, Ravinder, Bijender and Ravi was constituted under the supervision of DCP Bhisham Singh and overall supervision of Addl.CP Ashok Chand to nab him. The team laid a trap near Nizamuddin Railway Station and accused was apprehended while he was driving an Innova Car with fake number plate.
            On sustained interrogation, Vipan Kumar revealed that he was born at Ludhiana in a rich family.  He left his studies after matric and joined his family business of aluminum & steel utensils in early 1990. His father owned a factory in the name of “Khanna Metal Works”. Vipan appointed a girl as Secretary/clerk in his office and developed intimate relations with her. Consequently, she got pregnant. When he came to know about it, he with the help of his associate Amarjeet r/o Ludhiana (his driver) committed murder of the girl in 1995. A case vide FIR No. 96/95 u/s 302/201/120B IPC was registered at PS Shanewal, Ludhiana, Punjab in this regard. He and his associate Amarjeet were arrested in the case. His father Ramlal was also arrested for hatching criminal conspiracy. All the three were convicted for life in the case in 1998.
He went in appeal before the Punjab and Haryana High Court and during the pendency of appeal, he was granted bail by the Hon’ble Supreme Court of India in 1999. After his release on bail, he absconded and shifted to Delhi alongwith his family. Conviction of accused persons was upheld by the Hon’ble High Court of Punjab and Haryana. He stayed in Delhi at several places. He was residing at Shalimar Bagh area with an assumed name of Vinayak Kumar to conceal his identity. He has got prepared several forged documents such as two forged driving licenses, purportedly issued one from Transport Authority, Ludhiana and other from Delhi in the name of Vinayak Kumar. He has also got prepared an Identity card showing himself as Advocate Vinayak Kumar, purportedly issued by Bar Association of Ludhiana. He was also involved in supply of illicit liquor.

 Accused has been arrested under appropriate sections of law. Punjab Police has been informed in this regard and a team of Punjab Police has reached Delhi for the arrest of convict with NBW issued by the Court of Ld.CJM, Ludhiana, Punjab.

Imposter IPS Officer Arrested; an Academic Who Became a Cheat to Realize His Dream Unfulfilled

A team of Special Cell led by Inspectors Rahul Sawhney and Sanjay Kumar has arrested a cheat who impersonated as an IPS officer to cheat several persons in Delhi. On 23/02/2015,one Kultar Singh,s/o Late Raj Singh, r/o F-10, Gali No.2, Krishna Park, Tilak Nagar, New Delhi who runs a shop dealing with sale purchase of mobile phones in Gaffar Market of Karolbagh, Delhi made a complaint stating therein that a person in the name of ‘Satheesh Nair’ who had introduced himself as an IPS officer of Jaipur, Rajasthan, had come to his shop on 30/01/2015 and had purchased two mobile phones in exchange of two old phones by paying an amount of money.
