LOP meets LG to demand action against Ministers and Officers for unauthorized foreign tours

"Says defaulters must  pay  back huge expenditure from own pockets"

Leader of Opposition Shri Vijender Gupta today submitted a memorandum to Lt. Governor Mr. Najeeb Jung at Raj Niwas demanding action against a number of  irregular and unauthorized activities  being practiced by the Delhi Government with impunity which call for his immediate intervention.  These action pertain to unauthorized foreign tours by Ministers and Officers,  unconstitutional activities by the Delhi Government and questionable functioning of Delhi Commission for Women

Leader of Opposition complained to LG that official visits have been undertaken by the Ministers and Head of the Department of the Delhi Government alongwith officers of different Departments without seeking essential approval of the competent authority i.e. the Lt. Governor of Delhi. Substantial expenditure from the Government exchequer has been incurred on these unauthorized foreign tours.

Mr. Gupta said that per rule, Delhi Government Ministers and Officials are required to seek approval of the Competent Authority.   As per practice prior to AAP Government, the Chief Ministers, Ministers and officers of the Delhi Government have always sought approval of the Lt. Governor for their visits abroad. The foreign tours undertaken  are clear violation of laid down rules and needs to be examined for past violations as well as future course of action. Since these tours have been undertaken without approval of the Competent Authority, the expenditure incurred on these tours must be recovered from the concerned Ministers and Officials. Strict disciplinary action must be taken against all the defaulters.

Leader of Opposition charged that even after judgment of Delhi High Court clearly defining the jurisdiction of Delhi Govt., Delhi Govt. is taking arbitrary actions to destroy administrative structure of Delhi. Delhi Govt. is trying to harass two crore citizens by its actions to mislead the public by blaming the Union Govt. Despite Delhi High Court 194 page judgment dated 4 August 2016, clearly defining the duties of Delhi Govt., LG and the Union Govt., Delhi Govt. is trying to ruin the administrative structure by making arbitrary appointments.

After judgment of Delhi High Court, it is clear that Kejriwal and his Govt. has been misleading the people by leveling false and baseless allegations against the Union Govt. and Hon’ble LG by blaming them for all their failures. The Govt. cleverly tried to mislead the people against the LG and the central govt. through newspapers, TV channels, Social Media by wasting crores of public money.

Delhi Govt. has assigned important responsibilities to thousands of ineligible and unqualified people who have been arbitrary appointed in different departments.. AAP activists, and closed relatives of ministers and AAP leaders have been appointed to various Govt. assignments who issue illogical instructions and arbitrary orders to senior Govt. functionaries. Due to this reason, there is atmosphere of fear and panic among the sincere officials. They afraid to act justly, which is adversely affecting the official work of 2 crores people of Delhi.

 Mr. Gupta said the Delhi Commission for Women Act,1994 has been grossly violated on the matters pertaining to appointment of its Members, Officers and employees. Appointments have been made without giving fair opportunity to all eligible candidates to be considered for the post, as well as without considering academic qualifications and required experience. There has been no transparency in the selection and appointments.

 The Anti Corruption Branch is already seized of the matter.The Chairperson of Delhi Women Commission, Mrs.Swati Maliwal must be dismissed for making 85 appointments with hefty remuneration in the Commission in an unauthorized and illegal manner causing heavy recurring  burden on Government exchequer.

Mr Gupta requested LG to set up a judicial commission for time bound investigation of  unconstitutional, arbitrary orders, appointments, scams of Delhi Govt., which should submit its recommendations to the LG for taking strict action against the guilty and to prevent loss of public money and arbitrariness of Delhi Govt.
