Vigilance Registers Corruption Case against Traffic Constable
As an innovative measure to
combat corruption, the Vigilance Branch has constituted Special Surveillance
Teams in the last few months to keep an eye on any act of corruption by Delhi
Police Personnel. These teams, headed by
Inspectors of the Vigilance Unit,
conduct surprise checks at various inter-sections in the city from time
to time. One such Special Surveillance
Team of the Vigilance Branch of Delhi Police, during surveillance of traffic
police staff, caught a constable who accepted Rs. 200/- as bribe from a Maruti
Van driver to let him go without challan.
On 24.6.2015 a Vigilance Team of Delhi Police while
conducting surveillance of Traffic staff reached at Ridge Road near Shankar
Road Roundabout at about 3:30 PM and noticed that traffic police personnel have
stopped 3 vehicles for checking on Ridge Road going towards Dhaula Kuan. After
passing the traffic checking point, the Vigilance Team took position to
interact with the drivers of the vehicles. Out of these vehicle one driver of
Maruti Van told that traffic police staff has taken Rs. 200/- from him and
issued no Challan.
On examination the driver stated that one traffic
constable signaled him to stop the vehicle and asked him to show documents. He
showed the Driving Licence and R/C of the vehicle to the constable, then
constable said that he was carrying excess passenger in the vehicle and will be
challaned. On asking the amount of Challan he told that court challan will cost
him for Rs. 4000/- and cash challan will be issued for Rs. 2,000/-. He requested
him that he is a poor man and he had only Rs. 200/- then constable asked him to
pay Rs. 200/-. When the driver asked the constable to issue challan then
constable told him that court challan will be issued. Thereafter he was asked
to leave.
When the
Vigilance team took the driver at traffic checking point, he identified
constable Rajbir who had taken Rs. 200/- from him. Const. Rajbir was confronted
with the driver, he denied making any demand but on asking by the driver he
admitted that driver himself has given him Rs. 200/- and he had accepted the
same on the request of the driver to leave him. The conversation of the driver
and constable Rajbir was recorded in the video camera.
On
the statement of the driver of Maruti Van, a case vide FIR No.10/15 dated
25/6/2015 u/s 7/13(1) (d) Prevention of Corruption Act, 1988 has been
registered at P.S. Vigilance Unit and investigation is on.
