Three notorious drug suppliers arrested

A team of Special Cell led by Insp. Attar Singh, have busted an interstate narcotic syndicate. Three main members of said syndicate namely Rampal s/o Mamchand r/o A-4/1/784, East Gokul Puri, Delhi (Aged 48 Yrs), Ved Prakash @ Mistri s/o Raja Ram r/o Ganga Nagar, Badaun Road, Bareilly, UP (Aged 38 Yrs) and Sabrati Shah @ Sabir s/o Babu Shah r/o H.No. 10, Ward No. 31, Khanpur, Mandsore, MP (Age-41 years) have been arrested. Case FIR No. 40/2015 dated 24/05/2015 u/s 21/61/85 NDPS Act, PS Special Cell, Delhi has been registered in this regard. 01 kg fine quality heroin and 05 kgs opium have been recovered from arrested persons. Three mobile phones alongwith SIM cards and Splendor bike used in drug trafficking were recovered from arrested trio at the time of their arrest.

There was information with Inspr. Attar Singh of Special Cell/NR for last 06 months about drug trafficking activities of the said syndicate, which was active in Delhi, UP and MP. SI Sandeep Kumar and SI Rakesh alongwith staff were deputed to collect intelligence in this regard. Discreet surveillance was kept upon movements of one Delhi based member of the syndicate Rampal and his associate drug suppliers. Painstaking efforts of six months succeeded when Rampal was arrested on 24/05/2015,  when he came on his bike under Loni Flyover to deliver a consignment of heroin. 01 kg heroin was recovered from his possession. He was subjected to thorough interrogation about his network. He disclosed that he had brought the recovered heroin from one Ved Prakash @ Mistri of Bareilly, UP on 24/05/2015 itself.

Rampal is a notorious drug supplier in Delhi. Although he is a permanent resident of Village Bhaju, Distt Shamli, UP but he came in Delhi about 28 years ago and since then he  has been residing in various houses on rent in the adjoining area of Loni Road. He has been indulging in supply of heroin in Delhi for the last 20 years. He was arrested by Narcotics Branch of Delhi Police in four cases of NDPS Act. First time in the year 2001, he was arrested u/s 29 NDPS Act by PS Narcotics Branch. In the year 2002, he alongwith a woman drug supplier of Rajasthan namely Manjula was arrested by PS Narcotic Branch for possessing 2.5 kgs heroin. He has been convicted in this case. In the year 2007, he was again arrested by Narcotics Branch for possessing 400 gms heroin. In the year 2011, he was arrested by Narcotics Branch for possessing 300 gms heroin. Rampal has a good network of supply of heroin in Delhi, Haryana, UP, Rajasthan and MP. Rampal used to get supply of heroin from various persons of UP and MP. Apart from receiving of heroin from Ved Prakash of UP, he also used to get supply of  heroin and opium from two drug suppliers of Madhya Pardesh namely Shabir & Fayum, both resident of Mandsore, MP. Rampal used to sell heroin in Trans Yamuna area and adjoining Loni. He also supplied heroin and opium to various small drug peddlers in Delhi and Haryana.

In continuation of investigation of above case, a team led by SI Rakesh was sent to Bareilly, UP. Ved Prakash @ Mistri, source of supply of heroin was arrested from Bareilly, UP on 27/05/2015 at pointing out of Rampal. Ved Prakash has disclosed that he has been indulging in supply of heroin for last 07 years. Ved Prakash belongs to Distt. Badaun, UP where legalized cultivation of opium is being  done.  He has disclosed that he used to get supply of heroin from one Shakir, another notorious drug supplier of Bareilly. Raids were conducted at various hideouts of Shakir in Bareilly, but he is still at large. Shakir has four brothers. His two brother namely Abid and Asif and Shakir himself have been indulging in supplying of heroin in UP and Delhi for more than 10 years as revealed from investigation of case. It has also been revealed that after the arrest of Ramu Jaiswal a big drug supplier of Faridpur, Bareilly, UP by Special Cell in August 2014, his complete network of supply of heroin was taken over by Shakir and he is a big name in drug supplying in the area.

Arrested Rampal had also disclosed that he used to get supply of opium and heroin from Subrati Shah @ Sabir, a resident of Mandsore, MP. Subrati Shah @ Sabir was arrested on 29/05/2015 near Khajuri Chowk, Delhi at instance of Rampal and 05 kgs opium was recovered from his possession. He had to deliver the said consignment to Rampal. . He has disclosed that he belongs to Mandsore, MP where also legalized cultivation of opium is being  done under govt. supervision. He also disclosed that unscrupulous elements used to pilfer the opium from opium fields and sell it to bad elements engaged in preparing heroin from opium. These elements convert opium into heroin indigenously by various processes with the help of chemicals. Arrested Subrati Shah @ Sabir has disclosed that he has been indulging in drug supplying for last 07 years.  Further investigation of case is in progress. Efforts to arrest other associates of arrested drug suppliers are being made.

Profile of arrested persons :- 

1.          Rampal:- Rampal is permanent resident of Village Bhaju, PS Babri, Distt Shamli, UP. He studied upto 8^th standard in UP. He was married 28 years ago and he has two sons and three daughters. About 30 years ago, he came to Delhi and did many odd jobs. He came into contact with drug peddlers of the area and he started indulging in supply of heroin in Trans Yamuna area. He is previously involved in four cases of narcotics. He is also convicted in one case. He was having good network of supply and demand of heroin in Delhi, Haryana, Rajasthan, MP and UP. He also sells small quantity of heroin in small pudiyas in East Gokul Puri area.

2.          Ved Prakash:-  Ved Prakash is permanent resident of UP. He went to school upto 9^th standard. His father was a farmer having 20 bighas agriculture land. Ved Prakash was got married about 20 years ago. He had three children. He has 5 bighas agriculture land in his name. He is a good mechanic of electronic items and he ran a shop for about 10 years in Bareilly, UP. He is known to one Kallu, a carpenter, who introduced him with Shakir. Shakir motivated him to step in field of drug supplying. For the last 10 years he has been indulging in drug supplying. He used to get supply of heroin from Shakir and give it to Rampal in Delhi.

Sabrati Shah @ Sabir:- Sabrati Shah is permanent resident of Mandsore in MP which is most notorious place in drug supplying. Sabrati Shah is 41 years  old and he went to school upto 04^th standard. He has one brother. He was married about 19 years ago and he has three children. He belonged to a poor family. Due to poverty he was introduced in field of drug supplying by Fayum Khan, a resident of Mandsore, MP and a notorious drug supplier. Earlier he worked as a carrier of drugs for Fayum for 04 years. During the last three years he has developed his own network of drug supply and since then he has been independently indulging in supply of drugs. He used to supply opium and heroin to Rampal and one Sabir in Delhi after taking the supply of drugs from Fayum Khan and Ghanshyam.
