Press Statement by Sr. B.J.P. Leader, Delhi State, Vice Chairman, NDMC and Former MLA (Delhi Cantt.), Shri Karan Singh Tanwar on Tuesday, the 31st January 2017

CONSEQUENT UPON PHYSICAL & SEXUAL EXPLOITATION OF A TEACHER OF SILVER OAK PUBLIC SCHOOL BY SHRI B. SHANKAR BABU REDDY, CEO, DELHI CANTONMENT BOARD & HIS NON-ARREST/DISMISSAL WITHIN 10 DAYS – MASS DEMONSTRARATION BY SHRI KARAN SINGH TANWAR ALONGWITH THOUSANDS OF BJP WORKERS AND VICTIM TECHERS.

Today Senior B.J.P. Leader, Delhi State, Vice Chairman, NDMC and Former MLA (Delhi Cantt.), through this publication attracted the kind attention of Shri Raj Nath Singh Ji, Hon’ble Home Minister of India regarding mental torture, physical and sexual harassment of a teacher of Silver Oak Public School, Delhi Cantt. by Shri B. Shankar Babu Reddy, CEO of Delhi Cantonment Board and his non-arrest thus inaction of Police even after lapse of one month and further threatening for “self immolation along with her children’’ as communicated vide her letter dated 24.1.2017.

Shri Tanwar with great sorrow and astonishment stated that though the victim lodged complaint with Shri Alok Verma, the then Police Commissioner on 30th December 2016 regarding misbehavior and ill treatment, mental torture and physical & sexual exploitation by Shri B. Shankar Babu Reddy, CEO of Delhi Cantonment Board.  Looking at the gravity of the case, referred her complaint to  Mr. Deepender Pathak, Jt. Commissioner of Police, South Western Range for further action. Shri Pathak further forwrded to Shri Surender Kumar, Dy. CP (South West) and finally it reached SHO, Delhi Cantt. Police Station, Shri Suresh Kaushik. Since then it is dumped there. SHO has even neither considered it necessary to take any action nor bothered to talk to the victim once.  It is really unfortunate and a matter of grave concern.

Shri Tanwar further stated that the quantum of harassment was so much that her life became hell. Shri B. Shankar Babu Reddy is using his good offices and threatening to compromise and withdraw the complaint. Owing to this reason, the victim vide her request dated 24.1.2017 addressed to Police Commissioner expressed her concern that if she is not given justice in the matter of physical and sexual exploitation, then she will be forced to take stringent measures for the sake of her dignity.

It is pertinent to mention here that ever since Shri B. Shankar Babu Reddy has taken over as CEO Delhi Cantonment Board, he is continuously bent upon harassing and torturing her. The quantum of harassment was so much that a feeling of fear has prevailed around her.  Thus crossing all limits of decency, inviting her in isolation at lunch at his residence and later on in Chitrakoot Guest House. Not only this, she was given temptation to the extent that he will promote her as Principal of the school in case his wish and desire is fulfilled. Ultimately she was forced to lodge a complaint, in writing, against CEO to the Hon’b le Defence Minister and Police Commissioner, Delhi. As a result of non-fulfillment of desires and wishes of CEO, in a shameful manner,  on  30.12.2016 she was terminated after working for ten years, thus setting aside all rules and regulations, clearly reflects about the mentality and filthy thought of the CEO, which is a heinous crime against God and mankind and blot on the society.

Shri Tanwar further stated that the Delhi Cantonment Board comes under the administrative control of Defence Ministry, so the victim requested Hon’ble Prime Minister of India, Hon’ble Defence Minister, Hon’ble HRD Minister, National Women Commission for their intervention against her physical and sexual exploitation by Mr. B. Shankar Babu Reddy, CEO of Delhi Cantonment Board. The Ld. Prime Minister sent her complaint to Hon’ble Defence Minister, who further sent to DGDE, who is Controlling Officer of the Cantonment Boards all over India and sought a report by 30th January 2017 positively after scrutiny of the complaint. Keeping in view the gravity of the complaint the National Women Commission also assured action within 15 days, but unfortunately to my dismay no concrete action has been taken till date against this corrupt officer.

Shri Tanwar also pointed out at the working style of Shri Arvind Kejriwal, Chief Minister of Delhi and Smt. Swati Maliwal, Chairperson, National Women Commission that they boast so much about the welfare, harassment, physical & sexual exploitation, domestic violence, physical manhandling, safety, security and upliftment of women in Delhi, on the other side no action has been taken which clearly reflects their malfunctioning  of their government and also depicts the real face of the Aam Aadmi Party.  Why Smt. Swati Maliwal is silent on the entire issue is also shocking and a matter of grave concern?

Shri Tanwar also stated that Mr. B. Shankar Babu Reddy is a very cunning and shrewd officer, who is making all out efforts to save himself from this awkward situation on the basis of corrupt money earned by him, otherwise as per the existing guide-lines of Hon’ble Supreme Court of India, he would have been behind the bars long back for harassment, sexual and physical exploitation of women employee at work place. The image and dignity of the victim lady is being ruined since no action has been taken for his arrest or dismissal. Justice delayed is justice denied.

Shri Tanwar further stated that Mr. B. Shankar Babu Reddy is a very amative (vkf”kd fetkt) and colorful officer, who is always eager and interested to make female employees as his prey giving them various promises or commitments so that they start taking interest in him.  Not only this particular teacher, 6-7 female employees also fallen prey to his wishes in the past.  A  CD was also shown to the Press Reporters, showing dancing CEO with female teachers and other employees during duty hours on a working day in a function of Holi. This type of dance on the part of a head of an institution shows his amative and colorful nature.

Thus summoning up Shri Tanwar urged and appealed to the Hon’ble Home Minister for immediate arrest of Mr. B. Shankar Babu Reddy and also appealed to Hon’ble Defence Minister for his  immediate suspension / dismissal in the interest of natural justice to the victim. If no conclusive decision is arrived at within ten days, he will be forced to launch demonstration outside Delhi Cantonment Board office with thousands of Bhartiya Janta Party workers and the victim teachers.
