CALLING  BUDGET SESSION WITHOUT GIVING 14- DAY NOTICE IS UNDEMOCRATIC AS IT DENIES OPPOSITION’S RIGHT TO QUESTION GOVERNMENT ON ITS  FUNCTIONING

Leader of Opposition Vijender Gupta today termed AAP Government’s decision to call Budget Session of the Delhi Assembly from March 6 to 10 as undemocratic.  He said that the statutory notice of 14 days for calling the session as required under the Rules and convention of the Assembly has been done away with to suit its political and administrative convenience.  He said that calling the session at such a short notice deprives Opposition of opportunity of raising questions about functioning of the Government and highlighting public grievances and public interest issues in domain of the Vidhan Sabha.  He said that Opposition had planned to corner the Government on certain issues of great public importance.  It was prepared to corner the Government on issues pertaining to the failure of the Government on the fronts of Mohalla Sabhas, Education, Mohalla Clinics, Health, Unauthorized Colony, Public Transport etc.  But the Government contrived the dates in such a manner as to deny opposition of its democratic rights.  

Vijender Gupta said that as the required period of 14 days for calling the session has not been followed it has made dysfunctional the Rule 33 and Rule 89 which required a minimum notice period of 12 days to raise starred and un starred question as well as move Private Member Resolution.  It is clear that the Government does not want to be embarrassed by opposition probe.

Leader of Opposition said that calling LG to initiate Budget Session is devaluing his august office.  He should have been called in the first session of the year held on 17 & 18th January this year.   This is the convention followed during the last 23 years of the Vidhan Sabha but the Government is accustomed to misusing its powers and distorting rules to suit its political exigencies.
