NOTORIOUS CRIMINAL VINAY BARWALIA HAVING A REWARD OF 50,000/- ARRESTED BY SPECIAL STAFF OUTER DISTRICT DELHI

criminal namely Ashok @ Vinay (age 30 years) s/o Satbir Singh R/o H.No. 271,
Village Barwala, Delhi wanted in a brutal murder of a cable operator of
Begumpur area registered vide case FIR No. 102/16, dated 29.01.16, u/s 302/34
IPC & 25/27 Arms Act, PS Begumpur, Delhi was arrested by Special Staff.
INCIDENTS:
Accused Ashok @ Vinay Barwalia and
his real brother Ajay Dabas bought a plot measuring 280 Sq. Yards in the area
of Begumpur, Delhi. This plot was bought in partnership with deceased Devender
Rathi, a cable operator-cum-property dealer of the area. The deceased had
differences with accused over cable business and a piece of land. Consequently,
Vinay Barwalia became annoyed with Devender Rathi for not paying the share of
sold property. On 29.01.16, Vinay Barwalia, his brother Ajay Dabas r/o Village
Barwala, Suraj @ Bhagat R/o Village Bajitpur, Deepak Dabas R/o Village Majra
Dabas & Pardeep R/o Bahadurgarh, Haryana went to the house of Devender
Rathi and killed him brutally using firearms. The matter was reported to police
and a case vide FIR No. 102/16 dated 29.01.16,
u/s 302/34 IPC & 25/27 Arms Act, was registred at PS Begumpur, Delhi and
investigation was taken up.
TEAM
& INVESTIGATION:
One
of the perpetrators namely Deepak Dabas was arrested after a brief encounter
with a team of PS Kanjhawala headed by Sh. Vikas Kumar, the then ACP/Bawana in
the area of PS Begumpur. Later, on 11.04.16, accused Deepak Dabas had managed
to escape from the police custody while being escorted from Delhi for
production before a Court in Haryana. In this regard a case vide FIR No.
194/16, u/s 223/224/34 IPC, was registered at PS Bawana, Delhi. Accused Vinay
Barwalia had been evading his arrest since the day of murder of Devender Rathi.
After escape of accused Deepak Dabas there
were secret inputs that Vinay Barwalia in association with absconder Deepak
Dabas was making plans to liquidate the family members of deceased Devender
Rathi since they are the prime witnesses in the murder case. Keeping in view
the sensitivity of the matter, Special Staff, Outer District, Delhi was tasked for
making vigorous efforts to nab the perpetrators of this brutal killing so that
the lives of prime witnesses could be saved.
A team comprising of ASI Jagdish, ASI
Devender, HC Rajesh, HC Nahar Singh, Ct. Naveen, Ct. Jitender, Ct. Parveen and
Ct. Narender of Special Staff Outer District was constituted under the
leadership of Inspector Mahabir Singh and overall supervision of Sh. Dharamvir
Singh, ACP/Operations Outer District, Delhi.
On
10.06.16 at 10 AM, ASI Jagdish Singh came up with a secret information that
Vinay Barwalia would go to meet his maternal uncle in Village Mungeshpur, Delhi.
Inspector Mahabir Singh, chalked out a
plan and constituted a raiding party along with the informer to lay a trap. At
about 11:05 AM, the team reached near bus stand village Mungeshpur, Delhi and a
trap was laid. At about 11:40 AM, one person came down from a Gramin sewa bus
coming from Auchandi border and started moving towards the village. The secret
informer pointing out towards the person informed ASI Jagdish that he was Vinay
Barwalia. On this, the team members pounced upon the person and he was overpowered
who was identified as Ashok @ Vinay (age 30
years) s/o Satbir Singh R/o H. No. 271, Village Barwala, Delhi.
INTERROGATION
& MODUS OPRENDI:
On sustained interrogation, accused
Vinay Barwalia disclosed that he belongs to a poor farmer family and due to his
family back ground he could not prolong his study after school. After that he
started working as a property dealer and simultaneously indulged in the cable business
where he came in contact with the persons having criminals back grounds. In the
year 2007, he and his associates killed a worker of a rival cable operator on
the issue of disconnecting supply of cable to his customers. In 2011, he
attempted to kill one Pardeep r/o Prem Nagar, Delhi on the issue of transaction
of money. In Jan, 2016, he brutally killed his partner cable operator Devender
Rathi on the issue of not paying share of a sold out plot which was owned by
them jointly. Apart from this, accused Vinay Barwalia was having a long
standing dispute with Devender Rathi over the issue of domination of cable
operating business in the area of Begumpur, Delhi. Accused Vinay Barwalia is
also involved in another 2 body offences committed by him in the area of PS
Sultanpuri and S.P Badli, Delhi. He further disclosed that during absconding
period, he in association with absconder accused Deepak Dabas etc. had been
making a plan to liquidate the prime witnesses of the murder case FIR No. 102/16 dated
29.01.16, u/s 302/34 IPC & 25/27 Arms Act, PS Begumpur, Delhi. But the team
of Special Staff Outer District, Delhi succeeded in apprehending him before he could
execute his plan. Vigorous efforts are
continuing to apprehend wanted criminal Deepak Dabas and others members of the
gang.
