Investigations into Legal Firearm Smuggling Lead to Further Recoveries

The team of Special Cell led by Inspectors Govind Sharma and Prahlad Yadav, which had recently arrested three persons namely (1) Ashok Singh, aged 62 yrs, s/o Late Chandrabhan, r/o H. No. 17, Abaghadh House, Eta, UP, (2) Rakesh Sharma, aged 44 yrs, s/o Raghunandan Sharma, r/o Village Sallaytha, PS Civil Lines, Morena, MP and (3) Ajay Sharma, aged 49 yrs, s/o Bartendu Babu, r/o H. No. 274, Sanjay Nagar, Agra Road, Etah, UP and had made a recovery of 1800 live cartridges (Ordnance made ammunitions of 7.65 mm bore, 0.22 mm bore and 0.315 mm bore) along with legitimate factory built 11 SBBL & DBBL shot guns which had been smuggled into Delhi for sale to criminals and for other illegitimate uses has made further recoveries in the case. After the registration of the case and obtaining Police custody remand of the arrested accused, detailed investigations were initiated to understand this alarming syndicate which was pilfering legitimate firearms and ammunitions by abusing the existing loopholes in the system. The key accused Ashok Singh, while in Police custody remand, was taken to Etah, UP for verifying the stocks being maintained at his licensed arms dealership.

The process of verification of available physical stock has led to the seizure of a further 1553 live cartridges and one 12 bore DBBL shotgun which were found without valid papers. On the spot investigations revealed that accused Ashok Singh had purchased a huge number of cartridges and a shotgun in the name of another local arms dealer without any authorization. The records showed huge manipulations as a large number of entries were shown in the ‘purchase’ column which was not being corroborated with either the ‘sale’ column or with the available stock records.

Furthering investigation, as of now, several arms dealers of Etah, which have been reflected in the records of Ashok Gun House, have come under the scanner. One such dealer namely JP Gun House, who was shown to have sold arms and ammunitions to accused Ashok Singh, was checked and was found to be holding a large number of arms and ammunitions without valid documents/license. A total of 25 rifles of 0.315 mm bore and 5,975 cartridges of various bores were found kept without valid papers. In this regard, a complaint was given at Kotwali Nagar, Etah and a case vide FIR No. 525/15, u/ss. 25/26/27 (1 & 2) Arms Act read with ss. 420/120 B IPC has been registered in this regard at the said Police Station.

In total, the recovery pertaining to this operation now stands at 9,328 live cartridges of various bores, 25 rifles and 12 shotguns. The malaise of this nexus is spread far and wide and shall take a while for actual assessment of the quantity of legitimate firearms being pilfered by this syndicate by misusing the existing systemic gaps as well as with active connivance of government officials who are responsible for keeping an eye on the activities of such licensed arms dealer.

The records pertaining to other business partners of accused Ashok Singh are being requisitioned and verified with the help of concerned authorities and by deputing teams.
