International Narcotic Syndicate Busted
A team of Special Cell led by Insp. Attar Singh, under
the supervision of ACP Shri Sandeep Byala, has busted an international narcotic
syndicate by arresting three of its members namely, Musfique Alam @ Babloo (Age
37 yrs) s/o Faruq Alam r/o H No 134, Mandel, Anchal Baisi, Distt Purnea, Bihar,
Dipti Purtti @ Sumita (Age 23 yrs) w/o J.
Purtti r/o Ward No-03, Golaganth, Assam and Rahees (Age 45 yrs) s/o Nasir Ahmad
r/o Village Kartoli, Distt Badun, UP. 15 kgs opium has been recovered from their
possession at the time of their arrest. Case FIR No. 44/2015 dated 28/06/2015
u/s 18/21& 29/61/85 NDPS Act, PS Special Cell has been registered in this
regard. Three mobile phones with SIM cards used in drug trafficking have been
recovered.
Inspr. Attar Singh received an input regarding drug
trafficking activities of members of this syndicate in Delhi, UP and North
Eastern states for the last 03 months. SI Rakesh Kumar alongwith staff were
deputed to collect intelligence in this regard. Discreet surveillance was kept on
movements of the members of above syndicate. Painstaking efforts of 03 months
succeeded when an information was received on 28/06/2015 that two members of
this syndicate have collected a big consignment of opium from Nagaland and both
would come near ISBT, Kashmiri Gate, Delhi to deliver it to their contact.
Accordingly a raiding party was formed and trap was laid near ISBT, Kashmiri
Gate where two drug suppliers namely Musfique Alam and Dipti Purtti were
apprehended at about 06:30 PM on 28/06/2015 and 10 kgs opium was recovered from
their possession i.e. 05 kgs opium from each.
The above case was registered and investigation was taken
up. During investigation, both the above accused persons were subjected to
sustained interrogation upon which they disclosed that they are part of a big international
narcotic syndicate and they are in trafficking
drugs in Delhi and UP from North Eastern states for the last many years. Both
disclosed that they procure opium from one Chandan of Deemapur. It was also revealed
by them that their handler Rahees had also accompanied them upto Delhi from
Bareilly, UP on the day of their arrest and he too is having some opium in his
possession. They also disclosed that Rahees would meet them near GPO, Kashmiri
Gate at about 11:00 PM. Dipti Purtti is the carrier of Chandan and Babloo is
carrier of Rahees and Amir. Both disclosed about their network in detail.
Following the disclosure
of Musfique Alam, Rahees was apprehended at about 11:00 PM near GPO, Kashmiri
Gate, Delhi and 05 kgs opium was recovered from his possession, taking the
total seizure to 15 kgs. Accused Rahees admitted that he used to get supply of
opium from Chandan of Deemapur, Nagaland through these two carriers. Musfique
Alam admitted to be engaged in illegal drug business for last the five years.
Musfique Alam @ Babloo has been found previously arrested in cases of
auto-lifting in PS Hauz Khas, New Delhi. Accused Rahees is also previously
involved in cases of auto-lifting in UP and Delhi. He alongwith Amir was
arrested in case of auto thefts in Ghaziabad, UP in the year 2007. In Dasna jail,
both met with one Babloo, a drug supplier of UP who lured both to work with him
in drug trafficking to earn fast money. Due to their poverty, both fell prey to
his trap and got initiated into drug trade with him for the last five years.
During investigation of case, it was revealed that
Chandan who was living near Deemapur (Nagaland) is part of big international
narcotic syndicate. He gets supply of opium and heroin from neighboring country
Myanmar through porous borders near Manipur. Chandan sends opium and heroin to
UP and Delhi through his carriers. Dipti Purtti has been working as his carrier
for last many months. It has also come to notice that notorious drug suppliers
of Manipur and Nagaland are sending big consignments of heroin, opium and other
contraband to various parts of the country including opium growing areas of
Bareilly, Badaun, Barabanki Mandsore & Jhalawar, i.e U.P.M.P &
Rajasthan. The opium and heroin smuggled from Myanmar is quite cheap and of good
quality in comparison to opium grown in India and heroin illegally manufactured
from it. This new trend has emerged for last couple of years. Further
investigation to identify & arrest the remaining persons is in progress.

Musfique Alam @
Babloo is permanent resident of Bihar. He is almost illiterate. He did
stitching work for about 15 years in his native village. He has one brother and
three sisters. He is married with one Tabbsum and he has 03 children from this
wedlock. He alongwith Rahees was arrested in case of auto-theft in PS Hauz
Khan, Delhi. Rahees and Amir motivated Mosfque Alam to work with them in drug
trafficking and he started working as their carrier. He has been transporting
opium and other narcotics drugs in Delhi and UP for last five years. He has
been receiving Rs 10,000/- per trip after delivering the consignment to its
destination.

of Dipti Purtti @ Sumita:
Dipti Purtti was born
in Assam in a poor family. Her father was a labourer and her mother is a house
wife. Dipti is youngest among her siblings. She is married and her husband is a
driver by profession. She has 03 year old child. Dipti Purtti was introduced to
one Chandan, a notorious drug supplier of North East by her friend Manisha.
Chandan and Manisha motivated her to work as carrier of Chandan for carrying
drugs. She has been working as carrier of drugs for Chandan for last one year
and she used to earn Rs. 10,000/- per trip. She used to carry drugs from
Nagaland to Bareilly, UP and Delhi in company of Musfique Alam who is carrier
of Rahees and Amir.
