A Kolkata Based Cheat Arrested alongwith his Fake PA For Duping a Delhi Businessman

Crime Branch has arrested two imposters namely (1) Malay Sukumar Bhowmick (55 yrs) s/o S. C. Bhowmick and (2) Ujjwal Biswas (33 yrs) s/o Dulal Biswas both r/o Kolkata, West Bengal for cheating a Delhi businessman. The accused Malay was impersonating as an IAS (Indian Administrative Services) officer posing as Additional Secretary to Chief Minister of Odisha and his associate Ujjwal as his personal assistant (PA). Fake ID cards, rubber stamps/ documents, 4 mobile phones and 7 SIM cards have been recovered.

INCIDENT: -

Sh. Divyadeep Gupto, Director of M/s Virex Energy Pvt. Ltd., Patparganj, Delhi lodged a complaint with Crime Branch alleging therein that on 12.08.15, he had received a call from a person who introduced himself as Dilip Kumar Mohanty, Addl. Secretary to Chief Minister of Odisha. The caller told him that there was a tender for LED Lights, for which he is authorized, and he was looking for parties to participate. He sent copies of tender documents and list of papers required to be submitted. He also asked the complainant to come Kolkata for discussion. The complainant went to Kolkata and met the caller and Ujjwal Biswas, who was introduced as his PA. The said Dilip Kumar Mohanty took Rs. 81,000/- from the complainant as Tender fee. Later on, the complainant went to Bhubaneswar, Odisha and met the caller D K Mohanty where he gave him copy of “Tender Acceptance Letter”. The Tender Acceptance Letter was also delivered at the complainant’s address by Speed Post. D.K. Mohanty also gave him a copy of “Purchase Order”. However, the complainant got suspicious and on enquiry from the office of Addl. Secretary, CM of Odisha, he came to know that there was no such Tender and the person whom he had met was an imposter. The said D.K. Mohanty further demanded Rs. 80,000/- for releasing 50% of the “Estimated Cost” as advance. They have cheated the complainant of Rs. 2,34,000/- in this manner. A case vide FIR No. 147/15 u/s 419/420/466/468/471/34 IPC, PS Crime Branch has been registered in this regard and investigation taken up.

TEAM & OPERATION

A team of South Western Range led by DCP Bhisham Singh and comprising ACP Kailash Chandra, Insp P.C. Khanduri, SI Rajbir, HC Virender, HC Sanjay Tyagi and HC Ravinder was constituted under the supervision of Addl.CP Alok Kumar to nab the culprits. The accused persons were arrested on 25.09.15 when they arrived in New Delhi by Spice Jet flight to get next instalment towards expenses from the complainant.

RECOVERY

1.   One fake Identity Card in the name of D.K. Mohanty, CMO, Odisha.
2.           Four Mobile phones with 7 SIM cards.
3.           Various fake Rubber stamps of government offices.
4.           Fake ‘Tender Receipts’, ‘Acceptance Letter’ etc.  

PROFILE: -

1.   Malay Sukumar Bhowmick- He is a science graduate from Cuttack. He also did his Diploma in Electrical from BHEL, Cuttack. He has worked as Electrical Contractor in government/private departments. He was aware that under a Green Project there was demand for LED lights & equipments in Housing & Urban Department, Odisha as he was a frequent visitor to this department in connection with the Electrical work. He also knew that this department was functioning under Sh. D.K. Mohanty, Addl. Secretary. In order to earn quick money, he started looking for clients who were interested in supplying LED lights. He searched over internet and contacted the complainant through India Mart website.  He knew that by posing as Addl. Secretary in CM office, he would be able to influence the client easily. 

2.   Ujjwal Biswas- He has studied up to 10th standard and was working in a Dental Lab in Kolkata as Lab Assistant. To earn quick money, he joined hand with Malay Bhowmick and used to pose as his PA. He has also received Rs. 20,000/- as his share in the booty.
        Further investigation is in progress.

Imposter IPS Officer Arrested; an Academic Who Became a Cheat to Realize His Dream Unfulfilled

A team of Special Cell led by Inspectors Rahul Sawhney and Sanjay Kumar has arrested a cheat who impersonated as an IPS officer to cheat several persons in Delhi. On 23/02/2015,one Kultar Singh,s/o Late Raj Singh, r/o F-10, Gali No.2, Krishna Park, Tilak Nagar, New Delhi who runs a shop dealing with sale purchase of mobile phones in Gaffar Market of Karolbagh, Delhi made a complaint stating therein that a person in the name of ‘Satheesh Nair’ who had introduced himself as an IPS officer of Jaipur, Rajasthan, had come to his shop on 30/01/2015 and had purchased two mobile phones in exchange of two old phones by paying an amount of money. During the course of interaction,Satheesh Nair had shown his Identity Card to this complainant to convince him that he was an IPS officer presently posted in Jaipur, Rajasthan and was expecting his next posting in Delhi.
