Gang of Active Auto-Lifters Busted



The staff of Anti-Auto Theft Squad/West District has arrested following three active auto-lifters from Outer Ring Road, near DDA Distt. Park, Paschim Vihar, Delhi U/S 41.1 (d) Cr.P.C. Five stolen cars have been recovered.

PROFILE:

1.                  Harsh Dhingra S/o Mahender Pal Dhingra R/o WZ-275A, Sri Nagar, Shakur Basti, Delhi, Age 25 years. He studied upto 9th class. He left school and started assisting his father in their factory. Due to loss in business, they had to close the factory. Thereafter, he worked in a factory situated in Alipur, Delhi. In the meantime, he fell in bad company and became drug addict. He was not earning enough to meet his expanses so he decided to steal cars. He used to steal old model cars with the help of master key and sell them to a receiver namely Parvesh, a resident of Badaun, U.P.
      
Besides, he was also indulged in supply of illicit liquor and used the stolen cars in transportation of illicit liquor. For the past quite some time, he was actively indulged in auto-lifting and found involved in 30 criminal activities registered at various police stations viz. Anand Parvat, Paschim Vihar, Bindapur, Saraswati Vihar, South Rohini, North Rohini, Mangol Puri, Prasad Nagar, Kalyan Puri, Sarai Rohila, Burari, Kirti Nagar etc.

2.         Savtanter @ Babbu S/o Kaushal Kishor R/o Jhuggi C-117, Cement Siding, Shakur Basti, Punjabi Bagh, Delhi, Age - 25 years. He studied upto 5th class. Thereafter, he left studies and started working as salesman at a garment shop in Rani Bagh. Later, he worked as driver of a school van. In 2012, he came in contact of his associate Harsh Dhingra and both started stealing cars. He is previously involved in 11 criminal cases registered at various police stations viz. Rani Bagh, Mukherji Nagar, Saraswati Vihar, North Rohini etc.

3.      Tarun S/o Parkash Chander R/o Jhuggi No. C-227, Railway Colony, Shakur Basti, Delhi. He studied upto 7th class and left school as he was not good in study. Thereafter, he started working with a local cable operator as lineman. He was arrested in a snatching case registered at PS Punjabi Bagh. Recently he came in contact of his associates Harsh Dhingra and Savtanter @ Babbu and started stealing cars.

INFORMATION/ OPERATION: -
             In view of past quite some time, there was increase in the incidents of motor vehicle thefts.  Hence, the team of AATS/ West, under the supervision of I/C AATS/West Inspector Bal Krishan Badola was assigned the task to collect the criminal intelligence and arrest the accused persons.  The massive human efforts coupled with deft technological penetration, analysis of modus operandi of accused persons were done and secret informers were also deployed to nab the criminals. 

            On 23/10/2015, information was received by HC Rishi Kumar, posted in AATS/West district that the above mentioned accused persons would come to service road of Outer Ring Road, near DDA park Paschim Vihar, Delhi in a stolen Maruti Zen car to meet someone. After due legal process, a team comprising HC Rishi Kumar, HC Rupesh Kumar, HC Ved Parkash, Ct. Dharambir Singh, Ct. Hari Parkash and Ct. Amit Kumar was constituted to act promptly and further develop the information. The team was working under the leadership of Inspector Bal Krishan Badola, AATS/ West and overall supervision of Sh. Dinesh Kumar, ACP/ Operations/ West. The team strategically laid a trap at the service road of Outer Ring Road Paschim Vihar, Delhi.
 
            At about 4.20 PM, a cherry colour Maruti Zen car bearing registration No. DL8C D 8251 coming on the service road from Peeragarhi side was spotted. The car halted few yards before the gate of DDA Park, Paschim Vihar. Three persons were sitting in the car. On pointing out of the informer, the alert team swiftly swung into action to nab the occupants. The team covered the car and after showing identity asked the trio to come out. After little resistance, they came out of the car. On enquiry, they introduced themselves as above. They were asked to produce the documents of their car. But they could not produce and tried to mislead the team by presenting wrong facts. On enquiry, it revealed that the car was stolen vide FIR No. 17059/15, dt. 22/10/2015, U/S 379 IPC, P. S. e-Police Station Crime Branch (M. V. Theft), Delhi from the area of Police Station Punjabi Bagh, Delhi. On checking, it found that a master key is inserted in the ignition of the car to start. On further checking another such instruments were also recovered from the dashboard of the car, which the accused informed that it is used to unlock the cars to steal. Accordingly, the accused persons were immediately arrested and the stolen car, master key and the recovered instruments were taken into police possession.

DISCLOSURE & MODUS OPERANDI: -
                        Later, the accused persons were put under sustained interrogation to know about their involvement in other criminal activities. After a little dodging, they spewed out that they have formed a gang and were actively involved in auto-lifting for past quite some time. Accused Harsh Dhingra is the leader and key person of the gang. During the course of interrogation, it revealed that they have stolen four other cars and had kept them for selling to suitable customers. One Maruti Zen, One Honda City and two Maruti Esteem cars were recovered at their instance from cement siding, Shakur Basti and B-3 Block, Paschim Vihar, Delhi. Accordingly, all the recovered cars were also taken into police possession.

                        Accused Harsh Dhingra disclosed he was engaged with his associates Savtanter @ Babbu and Tarun to form a gang. They used to steal old model cars without censor lock and unlock them with the help of a master key. After stealing the cars, they keep them on secluded places so as to if the car is enabled with GPS system and tracked, they are not traced.

                        After waiting for some days, they used to make deal with a stolen car receiver namely Parvesh, a resident of Badaun, U.P., who receives the cars on scrap rates. The accused further disclosed that till the stolen cars are dispatched for selling, he uses them in transportation of illicit liquor.
