Inter-State Narcotic syndicate busted



·         Inter-State Narcotic syndicate busted.
·         Three members of syndicate including kingpin Javed Khan arrested.
·         3.340 kgs fine quality heroin recovered.
·         Six mobile phones with nine SIM cards used in drug trafficking seized.
·         International value of recovered drugs is more than Rs. 12 Crores.

A team of officers of Special Cell led by Insp. Attar Singh, under the supervision of Sandeep Byala, ACP, has busted an interstate narcotic syndicate by arresting three members of above syndicate namely Chander Shekhar s/o Manohar Lal r/o H No. 32/180, Trilok Puri, Delhi (32 yrs), Dharam Raj @ Dharma s/o Hari Krishan r/o Plot No. 11, 6A, Kailash Vihar, Aman Vihar, Delhi age-23 years and Javed Khan s/o Tullan Khan r/o Village Guladia, PS Meerganj, Distt Bareilly, UP. 3.340 kgs fine quality heroin has been recovered at the instance of arrested drug suppliers. International value of recovered heroin is more than Rupees 12 crores. Besides heroin, six mobile handsets alongwith nine SIM cards used by arrested drug suppliers in communicating with their associates for drug trafficking activities have also been recovered.

Brief facts of the case are that one Chander Shekhar, a resident of Trilok Puri, Delhi used to sell heroin in Trilok Puri area. He used to get supply of heroin from Javed Khan through his carrier namely Dharam Raj @ Dharma.

On receipt of a secret information by SI Jeetendra Tiwari on 24/11/2014, a trap was laid near the ATM of Union Bank of India in Block No. 31, Trilok Puri, Delhi while  Dharam Raj handed over a bag containing 1.5 Kg heroin to Chander Shekhar. The recovered heroin was seized and the above case was got registered.  Subsequent investigation was  taken up.

During interrogation both the arrested accused persons disclosed that they were part of big interstate narcotic syndicate. In pursuance of disclosure statement of Chander Shekhar, a recovery of 01 kg heroin was effected from his house No. 32/180, Trilok Puri, Delhi on 24/11/2014. During investigation it has been revealed that Javed Khan is main supplier of heroin who had been handing over  consignments of heroin to Dharama of Chander Shekhar in Rampur, UP. Chander Shekhar used to sell ‘pudiyas’ of heroin in retail in the area of Trilok Puri, Delhi. Dharam Raj used to work as carrier of heroin for Chander Shekhar for 6/7 months. Dharam Raj is brother in law (Jija) of Chander Shekhar.

Chander Shekhar has been previously involved in two criminal cases of Excise Act. He has been indulging in supply of heroin for the last 7/8 years. Dharam Raj was also found involved in many cases of Excise Act in Delhi and has been indulging in this trade for the last 5/6 months by working as carrier of Chander Shekhar. Chander Shekhar and Dharampal were produced before the court and taken on two days police custody remand to arrest the main source of supply i.e. Javed Khan.

They disclosed that Javed Khan has many hideouts in Bareilly and  Rampur of UP and Rudrapur of Uttranchal. During investigation a team led by SI Praveen Kumar was sent to Rampur, UP and Rudrapur, Uttranchal on 24/11/2014 to arrest Javed Khan. After painstaking efforts, Javed Khan s/o Tullan Khan, r/o Vill- Guladia, PS Meerganj, Distt- Bareilly, UP was arrested on 25/11/2014 from New Friend Circle Society in Rudrapur, Uttranchal. 4 raid was conducted at his rented Flat No. C-2, A Block, New Friend Circle Society in New Friends Colony Area, Rudrapur, Uttranchal and 850 gms heroin was recovered from the said flat at his instance. During interrogation, Javed Khan disclosed that he used to get supply of heroin from one Anish r/o Manipur. He also disclosed that he used to prepare pure heroin from the crude one in the said rented flat. He has been indulging in supply of heroin for the last 20 years. He was found involved in many cases of NDPS Act. His brother Parvez Khan is also involved in a case of NDPS Act and was arrested by Narcotics Branch of Delhi Police vide FIR No. 33/2002 dated 21/05/2002 u/s 21 NDPS Act, PS Narcotics Branch, Delhi. 

Profile of accused persons:-

Chander Shekhar:- He belongs to Sansi community and studied up to 9th class. He has a brother namely Tinku. His father was arrested in five riot cases of 1984. He is married and has four children. His mother Kirnu is previously involved in many criminal cases including NDPS Cases. Chander Shekhar is also previously involved in two cases of Excise Act. He has been indulging in supply of heroin for the last 7/8 years. He sell ‘pudias’ of heroin to drug addicts and small peddlers in Trilokpuri area of  Delhi,  on large scale.

Dharam Raj @ Dharma:- He resides in the area of Aman Vihar, Delhi and studied upto 10th class. He is married and has two children. His father Manohar Lal is involved in five cases of Excise Act. His mother Maina (since died) was a BC of PS Mangol Puri, Delhi and was found involved in many criminal cases of NDPS Act, Excise Act etc. He is brother in law (Jija) of Chander Shekher. He has been working as carrier of heroin for Chander Shekhar for 5/6 months. He used to bring heroin from Javed Khan. He has been previously involved in two cases of Excise Act and one case of NDPS Act of PS Mangol Puri, Delhi.

Javed Khan: - He is a permanent resident of Village Guladia, PS Meerganj, Rudrapur, Uttranchal. He studied upto 5th class. He has two brothers namely Parvej Khan and Jared Khan and two sisters namely Fayeeb and Naseem. He is married to Ruksana and has three children. He has been indulging in supply of heroin for last the 20 years. He has been found arrested in 13 criminal cases including nine of NDPS Act. His brother Parvej Khan is also previously involved in NDPS case.

Further investigation of the case is in progress.  

NOTORIOUS AUTO-LIFTER ARRESTED;
FIVE STOLEN VEHICLES RECOVERED. 


                        Anti-Auto Theft Squad of West District has arrested a notorious auto-lifter Bharat @ Bhartu @ Akshay s/o Ram Swaroop r/o H. No. D-482, J. J. Colony, Shiv Vihar, Uttam Nagar, Delhi. With his arrest, four stolen motorcycles and one stolen scooty recovered and five cases of auto-theft have been worked out.

PROFILE: -

          22-year-old Bharat @ Bhartu @ Akshay S/o Ram Swaroop R/o H. No. D-482, J. J. Colony, Shiv Vihar, Uttam Nagar, Delhi. He was born in 1992 at his native village Fatehpur Adauti in  Rajasthan. He belongs to a poor family. His parents came to Delhi in search of job. Initially, he worked as labourer with a contractor of PWD and later on starting working as sweeper in the nearby localities. He was arrested first time in 2011 in an attempt to murder case registered in Police Station Uttam Nagar. Thereafter, he continuously committed crime.


PREVIOUS INVOLVEMENTS:- 06 cases of auto-theft, snatching and attempt to murder committed in the areas of P.S. Khyala, North Rohini, Mangol Puri, Saraswati Vihar and Uttam Nagar.

OPERATION:
            On 25/11/2014, information was received by HC Rishi Kumar, No. 551/W, posted in AATS/ West district that a desperate and active auto-lifter namely Bharat @ Bhartu @ Akshay would come in Shiv Vihar Uttam Nagar locality. The information was immediately shared with Inspector Dinesh Kumar, AATS/ West,  who constituted a team comprising ASI Mahabir Singh, HC Rishi Kumar, No. 551/W, Ct. Ajay, No. 1339/W, Ct. Yogesh, No. 3323/W and Ct. Naveen Kumar, No. 1455/W and under the overall supervision of ACP/ Operations/West in order to collar the criminal.
      The team laid a trap at strategic point. At about 1.20 PM, a person coming on a black Bajaj Pulsar motorcycle No. DL 4S BT 6101 was spotted. On pointing out of the informer, the team immediately swung into action and apprehended him. On enquiry, he initially introduced himself as Akshay by showing ‘Akshay’ scripted tattoo in Hindi language on his right forearm to dodge the team. He was asked to produce the documents of the motorcycle, but he could not produce the same and again tried to mislead the team by presenting wrong facts. On enquiry, it was revealed that the motorcycle was stolen vide case FIR No. 774/14, dt. 10/10/14, U/S 379 IPC, P. S. Mianwali Nagar, Delhi.
MODUS OPERANDI
            The accused person was put to sustained interrogation. He disclosed that he along with his associate Ajay has stolen this motorcycle. The accused was arrested U/S 41.1 (d) Cr.P.C. and the recovered motorcycle was taken into police possession. His personal search was also taken and one mobile phone & one ear top also recovered from his pocket. However, he could not give satisfactory reply with regard to its rightful ownership, hence both the articles were taken into police possession U/S 102 Cr.P.C. 
            He further disclosed that he along with his associate Ajay is actively involved in auto-theft especially two wheelers. The duo used to steal the motorcycles to further sell them and earn money easily. They used to steal the motorcycles and keep them parked at safe places until they find suitable customers. During the interrogation, three other stolen motorcycles and one stolen scooty were also recovered at his instance from different places. His associate is at large and raids are being conducted to arrest him too. Further interrogation of the accused is in progress.
            The staff involved in good work is being rewarded suitably.

GANG OF BURGLARS BUSTED AND EIGHT CASES WORKED OUT
        Police personnel of PS Bindapur have nabbed two notorious burglars namely Panna Lal @ Rahul, aged 27 yrs. s/o Deval Lal and Ravi @ Sonu, aged 23 yrs.  s/o Madhav Parsad. Eight cases including three cases of house theft and five cases of burglary worked out. Burgled articles and Cash recovered.
On 09.02.14, complainant Rajesh Kumar reported that some unknown persons barged into his house when he was away for attending a marriage ceremony and managed to steal electronic articles viz. one LED TV and one I-Pad phone. Upon this a case under section 457/380 IPC was registered vide FIR No. 79/14 at PS Bindapur and investigation was taken up in right earnest.
          On 17.11.14, with the help of technical surveillance/intelligence, the stolen I-Pad of above case was got recovered from the accused persons.  On sustained interrogation, it emerged that the accused persons are indulged in several thefts of the area. Following recoveries have been effected:-

Ø  Two Gold Rings.
Ø  Silver Jewellery & Cash Rs. 5590/-.

                   Further investigation is in progress and efforts are being made to effect more recovery and to ascertain their involvements in other cases. Staff involved in good work will be suitably rewarded.
NAME AND PROFILE OF ACCUSED PERSONS
1.  Panna Lal @ Rahul (aged 27 yrs.) s/o Deval Lal r/o 231, Vani Vihar, Uttam Nagar, New Delhi is a school drop-out of 5th class and is currently unemployed. He is married and has 6 previous involvements.
2.  Ravi @ Sonu (aged 23 yrs. ) s/o Madhav Parsad r/o 34/35, Vidhya Vihar, Hastal Village, Uttam Nagar, New Delhi is a school drop-out of 5th class and is currently unemployed. He is married and has 10 previous involvements. 
SNATCHER ARRESTED
           
                        22-year-old Rishab Jain S/o Sh. Rajender R/o WZ-1391/27B, Nanga Raya, New Delh has been arrested by P.S. Maya Puri, West District and snatched mobile phone Micromax X-249 has been recovered from his possession.
INCIDENT
                    On 25.11.14, Sh Shanker Shah reported that he was on the main Road near LR Booth Pankha Road. At about 08.15 PM, when he reached D-Block, Jankapuri, Red Light, he was talking on phone, in the meantime, a accused came on Scooty No. DL 4SBY 0509 and snatched his mobile phone make Micromax-X249. The victim shouted for help and a passerby caught him and handed over to him alongwith the snatched mobile phone. Subsequently, a case FIR No. 556/14 u/s 379/356/411 IPC was registered at PS Mayapuri, Delhi.
                  Sh. Shiv Sharma s/o Sh. M. K. Sharma R/o D-1C/47B, Janakpuri, New Delhi Age-50 years, is the key person in apprehending the accused. He is a Director in the Ministry of Sports. He has shown exemplary courage and dedication to duty in apprehending the culprit. A suitable ‘appreciation’ letter in recognition of his sincere efforts in cubing the crime, is being issued to him.  Further interrogation of the accused is in progress.
