Kidnapping for Ransom Case Solved Within 24 Hours

The staff of PS Keshav Puram of North West District has arrested one person involved in Kidnapping-cum-ransom case. The victim has also been rescued safely within 24 hours. The arrested person happens to be main conspirator and identified as Kailash Dass Bihari S/o Sh Payre Dass R/o F-177, JJ Colony, Wazirpur, Delhi.

On 16.11.15, one lady namely Sunita wife of the victim, Ram Chander (aged 44 years), made a PCR call regarding kidnapping of her husband by some unknown persons.  The kidnappers had also demanded a ransom of Rs.2 lacs for the release of Ram Chander. On receipt of the information, ASI Sanwar Mal reached the spot i.eH. No. 391/4, Lohar Wali Gali, Rampur, Delhi where he met the complainant Smt.Sunita W/o Ramchander and recorded her statement. A case vide FIR No. 802/15 U/s 365/364A/34 IPC PS Keshav Puram, Delhi was registered and was taken up for investigation. Immediately a team was constituted under the close supervision of SHO/Keshav Puram and overall supervision of ACP/Ashok Vihar to nab the kidnappers and rescue the victim person Ram Chander.  Information was developed and it found that one Kailash Dass Bihari is the main conspirator in the kidnapping. His movement was tracked and surveillance was kept. The kidnapper initially fixed the meeting point to exchange of ransom money at Inder Lok. However sensing the police presence the accused changed the meeting location to Dhayan Chand Stadium. Even at this meeting point the accused did not come to receive the ransom money and handover the victim. He changed the location third time to Mahavir Hospital Rohini and asked the wife of the victim and one Uppender to come to the changed location to receive the ransom amount to exchange the victim.   The trap was laid by police team at the third  meeting point and the police met with success when the accused Kailash Dass Bhiari landed in the police trap. He was immediately apprehended. The kidnapped person Ramchander was safely rescued from the clutches of kidnappers. An extensive search was conducted for the other accomplices of the accused who are still at large. Sincere efforts are being made to nab the criminals.  Identity of one other accused has been established.

          During interrogation the accused Kailash revealed that he had to take Rs 2 Lacs from one Satish who is brother of victim Ramchander. Since Ramchander stood as a guarantor in the deal of Satish and Kailash Dass Bihari, he asked him many times to return the money toward the liability of  Satish. Neither Satish paid the money nor did Ramchander  despite repeated demands. Then he alongwith his associated hatched as conspiracy to kidnap Ramchander to take his money back. Kailash Dass Bihari told police that he knew one Sumit who in turn introduced him to one Raj @ Raju who in turn introduced two more criminals. All the four accused persons namely Kailash, Raj @ Raju and Raj's two friends made a plan to kidnap Ramchander and demand a ransom. On 16/11/2015 as per their conspiracy, all 04 accused persons reached Rampura Park, opposite SDM office and kidnapped Ramchander  while he was going to his office in Lawrance Road Industrial Area. Thereafter accused demanded Rs. 2 lacs as ransom from his wife Sunita for the release Ramchander. It also revealed that the victim was kept hostage in jungle of Shahbad Dairy and then changed the location to JJ Colony, Wazirpur area keeping victim captive.   

A team comprising of the following officers of P.S Keshav Puram  North West District under the supervision of Sh. Mohd. Iqbal ACP/Ashok Vihar conducted raids, apprehended and interrogated the accused person :-

ACCUSED ARRESTED

Kailash Dass Bihari (aged 42 years) S/o Sh Payre Dass R/o F-177, JJ Colony, Wazirpur, Delhi was arrested at the point of exchange of the kidnapped person.  His previous involvements are being ascertained.
