Senior Bureaucrat Arrested in Hatching Criminal Conspiracy
A team of Eastern Range, Crime Branch has busted a
criminal conspiracy hatched by Sanjeev Kumar, Senior IAS officer of Haryana
Cadre alongwith Shaukat Pasha (a convict, undergoing life sentence in a murder
case in Tihar jail), to kill his close friend and associate Tikka Hassan
Mustafa through hired killers. Two sharp shooters namely Taufiq and Mannan @
Monu @ Murtaza and a dreaded gangster Shaukat Pasha were arrested. One country
made pistol alongwith 04 live cartridges and one TSR recovered from the
possession of Mohd. Taufiq and One Motor cycle was also recovered from Mannan.
A
reliable input was received in Eastern Range, Crime Branch that one Sanjeev
Kumar is in process of hatching hatched a criminal conspiracy to murder someone
and get himself injured in the attacked.
Sanjeev
Kumar had befriended one Shaukat Pasha, who is a dreaded gangster and is
undergoing life imprisonment and was lodged in Tihar Jail, and became friends
with Sanjeev Kumar when he was in jail.
On
behest of Sanjeev Kumar, Shaukat Pasha hired contract killers namely Asad Pasha
(nephew of Shaukat Pasha), Aftab, Mannan @ Monu @ Murtaza, Taufiq and Irshad to
execute the “Supari Kiling”.
Subsequently, a team led by DCP Dinesh Kumar Gupta and comprising
of ACP Sukhwinder Singh, Insprs. Vivek Tyagi, Vinay Tyagi, SIs Dinesh
Kumar, Raj Kumar, Ajay Giri, HCs Chander Prakash, Naresh Pal, Upender, Raj
Kumar, Sudhir, Pramod, Amit, Devender, Sanjeev, Rajeev Kumar, Ravinder, Cts.
Mohd. Javed. Yashveer Singh, Shashikant, Shyam Lal and Babu Ram was constituted under supervision of Addl.CP
Ashok Chand, to nab the conspirator and contract killers. The team so
constituted worked hard to identify the contract killers and conspirators and
several traps were laid. Subsequently, the team succeeded in apprehending the above
mentioned criminals.
Initially, the contract killer Mohd. Taufiq was
apprehended. Information was received that he would come near I.T. Gate
Nizamuddin to meet his associates. The team acted swiftly and took their
position at the place of information and apprehended him. On his personal
search, one loaded country made pistol make 315 bore and 04 live cartridges alongwith
one TSR were recovered. Accused Mohd. Taufiq was put to sustained interrogation,
who disclosed that gangster Shaukat Pasha, who is undergoing life sentence in
Tihar Jail conveyed a message to him and his associates Asad and Aftab, to
commit a murder and slightly injure one Sanjeev Kumar, IAS, as Shaukat Pasha
was hired for this task by Sanjeev Kumar. In this regard, a case under section
25 Arms Act read with 120-B IPC Police Station Crime Branch was registered and
investigation was taken up.
During investigation of the case, accused Taufiq was
interrogated in detail to unearth the whole conspiracy. Upon sustained interrogation,
accused Taufiq confessed that gangster Shaukat Pasha took the contract from
Sanjeev Kumar, IAS to murder his friend Tikka Hassan Mustafa and injure him
also in this incident. On the behest of Shaukat Pasha and his other associates/henchmen namely
Aftab, Asad, Mannan and Irshad, he arranged a weapon to execute the task. Accordingly, they met Sanjeev
Kumar at several occasions to finalize the conspiracy and they are constantly
in-touch with Shaukat Pasha through mobile phone being used by him in jail.
On the basis of this interrogation and available inputs,
Sanjeev Kumar was apprehended in this case from the area of New Friends Colony,
Delhi and was subjected to sustained interrogation. He did not co-operate with
police and initially refused to divulge the identity of target. However, later
on after sustained interrogation, he disclosed the identity of his target as his
close friend and associateTikka Hassan Mustafa. He further confessed that he
connived with Shaukat Pasha and to also stage a drama of getting himself
injured during the shootout and later, he would put entire blame of this
incident on the Chautala family, with whom he has estranged relations since he
claimed to be a whistleblower. He was in continuous touch with all these
conspirators and had also arranged weapons etc. to execute their plan and met them
several times to execute the plan.
Subsequently,
another gangster/sharp shooter of this gang namely Mannan @ Monu @ Murtaza was
also arrested, who also corroborated the version of accused Taufiq.
Gang
leader Shaukat Pasha was also arrested from Tihar Jail after obtaining production
warrant against him by the Hon’ble Court. During his interrogation, he re-confirmed
the whole conspiracy and the fact of being hired for murder of Shri Tikka
Hassan Mustafa, a friend of Sanjeev Kumar and inflicting injuries to himself (Sanjeev
Kumar) in the shootout by the hired criminals and implicate the ex-Chief
Minister of Haryana Shri Chautala and his family.

Sanjeev Kumar (55 yrs) s/o Dr.
M. Kumar r/o C-6/6360, Vasant Kunj, Delhi.
He is a 1985
batch IAS of Haryana Cadre. He has been convicted for 10 years imprisonment in
the JBT scam along with former Chief Minister of Haryana Om Prakash Chautala, Ajay
Chautala, Sher Singh Badshami, (former MLA and political advisor) Vidya Sagar (IAS
and OSD to CM) and 50 other accused persons. On 5th March 2015, the Trial Court verdict was upheld by
Hon’ble High Court, Delhi for his alleged role in the offence along with other
accused persons. Beside this, one DA Case is also pending in the CBI Court at
Patiala House.
At the time of this scam, he was holding office as
Director of Primary Education, Haryana. His claim to be the whistleblower in
this natter was exposed by CBI, which found that he was also complicit in the
conspiracy of JBT scam of Haryana and had also accumulated huge wealth for
which a separate DA Case was registered and chargesheeted against him.

Taufiq (28 yrs) s/o Md.
Ikramuddin r/o J-86, Sunder Nursery Jhuggi, Near DPS School, Nizamuddin, Delhi.
He
is a native of Distt. Baghpat, UP, and school drop-out. Thereafter, he came to
Delhi and started to work as a mechanic. Meanwhile, he met one Kallu and Md.
Tamir and he started to commit crimes to earn easy money. He was arrested in 4
cases and during his stint inside Tihar Jail, he met Shaukat Pasha. He got
influenced with the persona of Shaukat pasha and joined his gang. Thereafter,
after coming out of jail he kept on committing heinous crimes. About one month
ago, he met one Irshad of HN Din area, who is also a car mechanic, and
previously worked under him in his garage at HN Din. Irshad further introduced
him to Aftab and Asad (nephew of Shaukat Pasha). Asad and Aftab told him about
the conspiracy hatched by Shaukat Pasha on the contract given by Sanjeev Kumar.

Shaukat Pasha (53 yrs) s/o
Jabbar Hussain r/o Village Fatehpur Moji, Distt. J.P. Nagar, Uttar Pradesh.
He was born
at Village Fatehpur Moji, Distt. J.P.
Nagar, Uttar Pradesh. He studied upto 5th class from his
village and passed high school from Turki Inter College, Palaula, Amroha, UP.
Then he left the studies because his financial condition was weak and started
working with his father. Somewhere around 1985/1986, some people killed his
uncle Moin owing to property dispute. For taking the revenge, he joined the
‘Mamy” gang of Moradabad and entered into the crime world. He was involved in
several heinous crimes. Thereafter, in the year 1995, he formed his own gang
with Rizwan, Akbar, Anwar, Matak, Parven @ Manja, Abdul Hafiz @ Nausi etc. He
killed Bhura Pehalwan for taking revenge of his uncle in 1995. He committed a
robbery in 2008 in Jama Masjid and the booty a dispute arose with co-accused
Abdul Hafiz @ Nausi. In 2009, he killed Abdul Hafiz in Jamia Nagar and he has
been convicted for life imprisonment in this case.
He has been
involved in as many as 60 cases of dacoity, murder, kidnapping, extortion,
robbery and Arms Acts etc. Interstate cases are in UP and Karnataka (around
50).

s/o Mohd. Ali r/o Village Rahpura Chaudhari, PS Ijjat Nagar, Distt. Bareily, UP.
He was born in 1986 in
Bareilly, UP, studied upto 9th standard and thereafter, he came to
Delhi. In Delhi, he came in contact with bad elements and started committing
crime. He was previously involved in 20 cases including cases of murder,
robbery, dacoity, Arms Act and theft cases. In jail, he met with Shaukat Pasha
and joined his gang. He recently came out from Tihar Jail on bail. He was
briefed and directed by Shaukat Pasha to execute the criminal conspiracy
hatched between Shaukat Pasha and Sanjeev Kumar.
