Five key players of notorious organized gambling racket in Delhi arrested.

 Syndicate was spread across the North India. 

      Racket was led by accused Rajeev Anand and Kulwinder Singh.

                      Rs. 90 lakh (stake money) recovered from a house from where Gambling was being operated.

       11 mobile handsets with SIM cards and 3 laptops with software of gambling recovered, which was being used to cheat people.

BRIEF FACTS

A team of Special Cell led by Insp. Attar Singh under the supervision of Sh. Nishant Gupta, ACP has arrested five members of notorious racket of organized gambling/satta operators. The accused indulged in large scale organized gambling in whole of North India, comprising of Punjab, Himachal Pradesh, Haryana, Chandigarh, Uttar Pradesh, Delhi and parts of Rajasthan and part of Madhya Pradesh. The arrested accused are (1) Kulwinder Singh @ Kullu s/o Manjeet Singh r/o Q-49, 2^nd Floor, Rajouri Garden, Delhi, age- 50 years (2) Inderpal s/o Manjeet Singh r/o Q-49, 2^nd Floor, Rajouri Garden, Delhi, age 43 years (3) Pradeep Chopra @ Raj s/o Daya Ram Chopra r/o H. No. 15, First Floor, Shiva Enclave, Pitampura, Delhi, age 39 years (4) Sandeep Shegal s/o Braj Mohan Shegal r/o H. No. 61-B, First Floor, ED-Block, Pitampura, Delhi, age 41 years and (5) Rajeev Anand @ Raju s/o Malik Chand r/o 15 Shiva Enclave, Pitampura, Delhi, age 39 years. Rs. 90 lakh (stake money for satta), 11 mobile handsets with SIM cards and 03 laptops having software to run satta gambling and other incriminating material have been recovered from the possession of accused persons.

INVESTIGATION

An information was being developed by Insp. Attar Singh regarding illegal activities by the members of this syndicate for last one and half months. Necessary intelligence was gathered in this regard, members were identified and discreet technical and human surveillance was kept upon their movements. On receipt of specific information by SI Jeetendra Tiwari on 06/02/2016, four active members were arrested from a house in ED-Block, Pitampura at about 05:00 AM. The said house was being used by accused persons as their work station for operating satta. At the time of arrest, two members of this syndicate namely Pradeep Chopra and Sandeep Shegal were found uploading numbers in two laptops. Kulwinder and Inderpal were found counting and placing wads of currency notes in a bag. On counting, the money was found to be Rs. 90 lakhs, which was seized into police possession. 11 mobile handsets, along with SIM cards of various mobile numbers, used in their illegal activities, were also recovered from the possession of the accused persons. During sustained interrogation, Kulwinder and others disclosed that  one of his partner of this racket namely Rajeev Anand was in Khanna, Punjab.

Immediately, a police team was sent to Khanna, Punjab and another accused Rajeev Anand was arrested from his house. He disclosed that he, along with Manoj, used to declare results of Satta by manipulating the software and selecting the number upon which minimal money was at stake. Thus getting wrongful gain and causing wrongful loss to people in general.

During inquiry, it was found that Rajeev Anand is a notorious satta racketeer, who is involved in organized gambling for more than last 20 years. He is previously involved in 12 cases of gambling and cheating in Punjab. A raid was also conducted in house of Manoj but he was not found at home. A Laptop having the software, used to manipulate the results, was recovered from his house.

Modus Operandi of Organized Gambling Racket

In this organized gambling operation, the clients/customers place stake at particular numbers with the agents, who charges 10% from clients and the agents send these numbers to bigger agents popularly called Khaiwal. These Khaiwals further send these numbers through e-mail to main gambling operators popularly known as Company. All this data is fed into software in a laptop, which provides details of profits on each number, thus helping the administrator to choose a number which provides maximum benefit to company and least to the clients. Selecting the number is sole discretion of its administrator and it is not a game by chance as widely perceived. The selected number is then declared as winner every day. Profit is equally divided between the Khaiwals and the Company. The clients, whose number is declared, are paid 100 times of the stake money.

Profile of accused persons

Rajeev Anand (age-39 years):- He was born in Khanna, Punjab and he is matric pass. He has three brothers and two sisters. He is married and has two sons. He did many odd jobs like selling of readymade garments and shoes etc. His father used to work as commission agent in satta gambling. Rajeev was lured to step into this dirty business. He is indulging in organized gambling since 1994. He is involved in more than 12 criminal cases of gambling and cheating in Punjab. He remained associated with notorious satta operators namely Yogeshwar Dayal Sharma, Amarnath Bajaj, Roshan Lal Pradhan and Hazi of Chandni Mahal. He was also arrested with his above associates. Rajeev Anand is a notorious name in organized gambling operations in Delhi and Punjab.

Kulwinder Singh (age-50 years):- He was born in Model Town, Delhi. He is B. Com (Hons) from Khalsa College. He has one brother namely Inderpal. He was married in 1987. His father used to deal in auto parts in Delhi. Kulwinder also ran a factory of spare parts in Ludhiana, Punjab. Kulwinder was motivated to join the satta business due to easy money. He associated with Rajeev Anand and was involved in organized gambling operations since September 2015.

Pradeep Chopra @ Raj (age-39 years):- He was born in Shalimar Bagh Delhi. He studied up to 9^th standard. He used to work in fruit mandi Azadpur from 1991 to 2014 but became unemployed after suffering heavy losses. Financial crisis forced him to join his brother-in-law Rajeev Anand in organized gambling. His job was to collect money from various commission agents and khaiwals. His daily collection of satta money was around Rs. 25-30 lakhs. He used to get Rs one lakh per month as salary for this job. Rajeev Anand got him a house on rent in posh locality of Shiva Enclave, Pitampura for keeping satta money in his house.

Inderpal (age-43 years) He was born in Raouri Garden, Delhi. He was student of Salwan Public School, Pusa Road, Delhi. He helped his elder brother Kulwinder in running a factory of auto parts in Ludhiana Punjab and thereafter in Khyala in Delhi. He also worked in a construction company in Dubai for one year in the year 2014. After returning from Dubai in September 2015, he has been helping his brother Kulwinder in operation of organized gambling racket.

Sandeep Sehgal @ Sonu (age-41 years) He was born in Delhi in 1975. He studied up to 9^th standard in DAV Public School, Pusa Road, Delhi. Thereafter he started helping his father in business of screen printing in Sadar Bazar. He also ran a saloon and video game parlor in Sector-16, Rohini but he suffered heavy losses in this profession. His brother-in-law Rajeev Anand lured him to work as data entry operator for feeding numbers of satta in laptop. He used to receive Rs. 50,000/- per month as salary for this job. He allowed his house to be used for satta operation. He is married and has two children.
