North West District has busted a child trafficking/kidnapping racket while attempting to crack a case of kidnapping of toddler kidnapped outside from his home in Swaroop Nagar on 02.02.2016.  In a joint operation involving the police team from Special Staff, PS Swaroop Nagar, PS Jhangir Puri, the police arrested 11 persons including 02 women and has busted a child trafficking/kidnapping racket.  In the process, police have rescued two kidnapped children i.e a 1½ Yrs old boy and a 07 months old toddler kidnapped from PS Swaroop Nagar and PS Alipur areas respectively.  With these arrests of the accused persons, the North West District police has worked out two cases of kidnapping registered in PS Swroop Nagar, North West District and PS Alipur, Outer District.

INCIDENT

A complainant from Village Parsheta, PS Bisanda, District Banda, UP informed that he is residing in a rented accommodation near Gurudwara Keshav Nagar, Ibrahim Pur, Swaroop Nagar, Delhi alongwith his family and is working as private labour.  He reported that on 02.02.2016, while he was standing outside his residence alongwith his 1½ Yrs old son, two persons came on a Bajaj Pulsar Motor Cycle.  Initially they pretended that they have come to purchase some plot in the colony and engaged him in some conversation.  On finding an opportunity they suddenly picked the 1½ Yrs old and fled from the spot on motorcycle.  The complainant stated that he and some other neighbours raised alarm but the accused persons managed to flee with the kidnapped boy on their bike.  On this complaint, a case of kidnapping was registered vide FIR No.50/2016 dated 02.02.2016 U/S 363/34 IPC and was taken up for investigation by PS Swaroop Nagar.  A child was kidnapped from right in front of the father of the child from just outside his residence.  The parents of the kidnapped child as well as the neighbouring families also were shocked to know about such a horrifying incident.  The news of sensational daylight kidnapping of an innocent toddler spread in the neighbouring area and prompted many individuals to enquire about the case.  Immediately, 6 teams of sub-division Jhangir Puri and Operation Cell, North West District were formed under the supervison of ACP/Jhangir Puri and ACP/Operation Cell, North West District.  During the initial course of investigation WT Message was flashed, Hue and cry notices were pasted on all the prominent places.  Information was sent to SCRB, NCRB, Doordarshan, CRO & CBI in this regard.  Photograph of the kidnapped child was also sent for publication in all the leading newspapers.

Investigation

All the recent cases of kidnapping of children were also analysed and the police stumbled upon a similar case reported in PS Alipur in January’2016 wherein a 7 month old toddler was also kidnapped.  The teams also contacted the parents and other witnesses in Alipur area to correlate the cases.

Enquiries revealed that on the fateful day of 04.01.2016, the complainant, her husband were basking in the sun in a vacant playground near their house alongwith three children (including one boy, son of her late sister).  After sometime two persons came on a motor Cycle and started talking to them in friendly manner on the pretext of enquiring about the rates of the plots and the flats in the neighbourhood.  They became friendly with the victim’s family.  They proposed to have a drink with the husband of the complainant and gave him Rs.500/- for bringing liquor for them.  They also offered to take care of the 7 month old boy for a while.  The innocent and unsuspecting parents gave child to the strangers and got busy with other two children.  To utter surprise of the complainant, one person came on a motorcycle and the stranger who was till now playing with her 7 month old boy took the child in his arms and fled from the spot on motorcycle.  The complainant alongwith others raised alarm and tried to chase the motorcycle but to no avail.  The matter was subsequently reported to the police and a case vide FIR No.14/16 u/s 363 IPC PS Alipur was registered and taken up for investigation.

As there were some striking similarities in both the cases, it was suspected that same gang is involved in both the cases.  The information network was activated.  Sketch of the accused involved in kidnapping of toddler from Swaroop Nagar area was prepared and circulated.  CCTV footage of the possible escape routes of the accused persons were analysed.  Ownership of red Pulsar Motorcycles were checked from door-to-door.  Possibility of enmity angle, if any, of the family was also analysed.  The consistent hard work of two days, experience and professionalism of the team yielded result when suspect Rehan@Sonu, Vijay and Raju were zeroed down.  Raids were conducted under the supervision of Sh. R.K. Ojha, ACP/OPS and Sh. Prashant Gautam ACP Jahangir Puri.

Arrest and Interrogation

On a secret tip-off the accused Vijay, Raju Paswan and Rehan were apprehended.  They tried to bluff the investigators but on sustained interrogation they broke down and confessed to have come to negotiate the sale of a 1½ old toddler.  He was kidnapped by Rakesh and Hemant just about two days back from the area of PS Swaroop Nagar.  The accused persons were taken by the police team to D Block, Jahangir Puri where the child was kept in a house of Anita W/O Anchal Jain & Anchal Jain@Sonu.  Kidnapped 1½ year old child was recovered and the nine accused persons including two women were arrested.  

Detailed interrogation revealed that that in December’2015, one Gaurav Bhupender Kumar Raghav@Doctor had approached accused Vijay and enquired about the availability of a child between the age of 06 -12 months for a childless couple.  He had offered to pay a good amount of money for the deal.  Vijay shared this information with Raju Paswan, Anchal Jain@Sonu & his wife Anita and asked them to arrange the child.  Raju Paswan assigned the task to Kundan who offered Rakesh and Hemant a hefty sum of money for arranging the child of the given age group.  Kundan S/O Poonam got 7 month old toddler kidnapped from the area of PS Alipur and kept the child in his house in Alipur. Thereafter, the child was sold to one Vikrant R/O Sahibabad UP for Rs.2,10,000/-.

The accused persons were put to sustained interrogation and the kidnapped 7 month old toddler kidnapped from Alipur was recovered from the possession of one Vikrant r/o Ghaziabad, (UP).  On interrogation accused Vikrant disclosed that he had purchased the child through Vijay and Gaurav@Doctor for Rs.2,10,000/-.
