Conman Arrested By South East : Posed As CBI Inspector

 South-East District Police has arrested a cheat identified as Manmohan Vashishth @ Rohan Vashisth @ Ranveer Vasishth and his accomplice Tapan Dey, a TSR driver who used to pose as CBI officials and duped people of lakhs of rupees on the pretext of getting them job in MHA, Railways and other Govt Departments. The TSR driver used to go with him for delivery of the fake papers and receiving money on his behalf.  The innocent people have been cheated by taking into confidence by showing fake ID card of MHA, offering them fake admit cards, question papers and attendance sheet in the name of conducting examination for selection in these Govt. Deptts. 

           Complainant Vipin Verma r/o Amritpuri, East of Kailash and his friends Gaurav Rastogi, Priya Srivastava, Rajat Bawara and Ankit Kumar filed a complaint at PS Amar Colony stating that one Ranveer Vashisth @ Rohan Sharma was introduced to them by one lady saying that he can get them Govt job after paying money. Ranveer Vashisth posed himself as a Senior Inspector working in CBI New Delhi. He claimed that he is having contacts with higher officials of MCD, Delhi Police, Railway Deptt. and has already got many people recruited as LDC and UDC in various departments with his links and connections. Complainants got impressed and paid Rs. 7,45,000/- to them in instalments from March 2014 to October 2014. The complainants also informed that they were shown fake ID card of Ministry of Home Affairs by Ranveer Vashisth where his designation has been mentioned as Senior Inspector, just to convince them of his genuineness. During this period, the victims were given fake admit cards of MHA, fake interview letters, fake question papers and exam dates. When victims found that nothing is going to happen and they have been cheated, they started demanded money from him but he switched off his mobile and left his rented accommodation.

Subsequently, a case FIR No 170/15 dated 06.02.15 u/s 419/420/468/471/34 IPC was registered at PS Amar Colony and a team led by Inspector Aman Bansal SHO/Amar Colony consisting of SI Rajesh Kumar, HC Layak Ali, HC Dinesh Pandit and Ct Satyavir Singh was formed under the supervision of Shri Deepak Yadav, ACP/Lajpat Nagar. The team collected the details about the accused and information about TSR driver was also collected who used to take the accused from his house to different places. It was revealed that the accused generally used to go to pick and drop his girl friend. Photograph of the accused on the fake ID card of MHA provided by him to the victims was developed and ground work was carried out extensively by showing his photograph to the people in Jaitpur and Jamia.  Other photographs posted by him on his facebook account were also got developed and used to trace him. The hard work of police team bore results and the police team managed to apprehend the accused Ranveer Vashisth @ Rohan Sharma. The real identity of the accused was revealed as Manmohan s/o Lt. Jagmohan r/o Village Kishangarh, Vasant Kunj, New Delhi. The TSR driver Tapan Dev s/o Badal Dev r/o Jaitpur Extn., Badarpur was also arrested on 20.02.15.

          During interrogation, it was revealed that accused Manmohan has done diploma in Physiotherapy from a private institute and was running a small clinic in Vasant Kunj about five years back but after doing it for one and half year he closed it and he became unemployed. Later, he shifted to Jaitpur Extn. in a rented accommodation. Soon, he started cheating people by introducing them as a Police Inspector or CBI Inspector or a MHA official. He used to download ID cards from the websites and edit the details. He used to affix victim’s photograph before getting it laminated. He used to extort money by duping them on the assurance of getting jobs in Govt. Deptts. The accused had a girl friend who was earlier working with the sister of the complainant Vipin Verma and she introduced the complainant with the accused. When complainant demanded proof of his employment, he showed the fake ID card of MHA. He also promised to get him govt. job in different govt deptts. The complainant disclosed this fact to his friends and relatives who were also ready to get the govt. job. Accused promised them that he can get them posted in Railway Ministry and Home Ministry. Meanwhile accused got acquainted with a TSR driver who used to pick him from Jaitpur Mod, take him to his girlfriend’s colony and other places of Delhi and drop him in the evening at his house. TSR driver used to get 1000/1500 rupees daily from the accused and he would remain booked with him whole day and later on joined him in committing the crime. The accused called the victims to a restaurant near ISCKON temple and gave fake admit cards, question papers, attendance sheet and asked to be ready for entrance exam. He kept delaying the things on false assurances in order to extract money from them. They used to be called generally at 3C’s cinema to take money. In the span of seven months, rupees 7.5.lakhs were allegedly taken by the accused from the victims. He used to go to a cyber cafe in Jaitpur area and download all the ID cards, question papers, admit cards from different websites and then used to forge the particulars. Later, he switched off his known mobile numbers and also vacated the rented house. He was presently living in Jamia Nagar by changing his name as Dr. Rehan Khan. He had also made different profiles on facebook using different names and posted his photographs showing him as a doctor and different professional. TSR driver Tapan Dev also lives in Jaitpur and owns the TSR. He also used to get his share from the money being collected from accused’ victims.

                    During interrogation it was also disclosed by the accused Manmohan that he had earlier been involved a case FIR no 315/14 u/s 419/420/468/471 IPC registered at PS Lodhi Colony on the complaint of CBI Inspector Sh. Ranjeet Kumar Pandey and the accused Manmohan was arrested on 30.10.14 and remained in J/C for one month before being released on bail. The computer and hard disk used in preparation of the documents have already been recovered.      

Further investigation is in progress.

RECOVERY 

1)    Fake Identity card of MHA, admit cards of Railways India Baroda House, UPSC Shahjahan Road for MHA recruitment, attendance sheet, question papers.

2)    Mobile phones used in the commission of crime

3)       TSR used in the commission of the crime.

4)       Computer and hard disk used in the preparation of the document already seized.

1.   Manmohan is originally is resident of Sonepat. He completed three years Physiotherapy diploma course from a university in Ganganagar, Rajasthan. Thereafter, he started his own physiotherapy clinics in Vasant Kunj, New Delhi. But he could not run the clinic because of his bad habits and had to close the same. His father died five years back.

Tapan dev is originally a resident of West Bengal and has been living in Delhi for last ten years. He purchased a second hand TSR and used to commute from Jaitpur to different places in Delhi and NCR. He is having two children and both are school going.
